1.1 The territory does not exceed 150 acres in area, and is substantially surrounded by <br /> the Town of Los Altos Hills and is located within the urban service of the Town; <br /> 1.2 The project is exempt from the California Environmental Quality Act (CEQA) <br /> under Title 14 Code of Regulations, Chapter 3: Guidelines for the Implementation of CEQA <br /> Section 15061(b)(3): Review for Exemption. <br /> 1.3 The territory was pre-zoned R-A (Residential Agricultural) by City Council <br /> resolution on August 2, 2001; <br /> 1.4 The County Surveyor of Santa Clara County has found the map and description <br /> (Exhibits "A and B") to be in accordance with Government Code Section 56757, the boundaries <br /> to be definite and certain, and the proposal to be in compliance with LAFCO's road annexation <br /> policies. <br /> 1.5 The proposed annexation does not split lines of assessment or ownership. <br /> 1.6 The territory is not a gated community, is developed with a single family home <br /> with provided services and is receiving benefits from the Town of Los Altos Hills; <br /> 1.7 That the territory is not considered prime agricultural land; <br /> 1.8 That the proposal does not create islands or areas in which it would be difficult to <br /> provide municipal services. <br /> 1.9 That the proposal is consistent with the adopted General Plan of the Town. <br /> 1.10 That the territory is contiguous to existing town limits. <br /> 1.11 That the Town has complied with all conditions imposed by the LAFCO for <br /> inclusion of the territory in the Urban Service Area of the Town. <br /> B. That all owners of land within the affected territory have provided written consent for <br /> reorganization and no subject agency has submitted written opposition to a waiver of protest <br /> proceedings. <br /> C. Pursuant to Section 56663(c) the Town waives protest proceedings. <br /> D. That the City Council of the Town of Los Altos Hills hereby approves the annexation of the <br /> territory designated as "Mora Drive No. 2" into the Town of Los Altos Hills and that upon <br /> completion of the annexation proceedings, the area will be taxed on the regular county <br /> assessment roll. <br /> The above and foregoing Resolution was passed and adopted by the City Council of the Town of <br /> Los Altos Hills at a regular meeting held on the 15th day of June 2017 by the following vote: <br /> Resolution 27-17 Page 2 <br />
