HomeMy WebLinkAbout58-17 • RESOLUTION 58-17 RESOLUTION APPROVING THE LIST OF PROJECTS ELIGIBLE TO BE FUNDED BY THE ROAD REPAIR AND ACCOUNTABILITY ACT (SB1) WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017)was passed by the Legislature and Signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our Town are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS,the SB 1 defines the minimum Maintenance of Effort(MOE) as the average reported street investment for 2009-10, 2010-11, and 2011-12; and WHEREAS, the average spending for those three-fiscal year is $1.68 million, which includes operating and maintenance expenditures (O&M) for Street, Drainage, and Pathway; and WHEREAS, the Road Maintenance and Rehabilitation Account (RMRA) reporting requirement is still under development and Staff will work with the relevant State agencies to either permit reporting of Street, Drainage and Pathway O&M as part of the minimum MOE or to reduce the Town's minimum MOE by the O&M spending; and WHEREAS,the Town,will receive an estimated$48,919 in RMRA funding in Fiscal Year 2017- 18 from SB 1; and WHEREAS, the Town must include a list of all projects proposed to receive funding from the RMRA, created by SB 1, in the Town budget, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the funding from SB 1 will help the Town maintain and rehabilitate approximately 6.28 miles of streets and roads throughout the Town this year and similar projects ranging from pathway to pedestrian bridge improvements in the future throughout the Town; and WHEREAS, police, fire, and emergency medical services all need safe reliable roads to react quickly to emergency calls and a few minutes of delay can be a matter of life and death; and WHEREAS, maintaining and preserving the local street and road system in good condition will reduce drive times and traffic congestion, improve bicycle safety, and make the pedestrian experience safer and more appealing, which leads to reduce vehicle emissions helping the State achieve its air quality and greenhouse gas emissions reductions goals; and WHEREAS, restoring roads before they fail also reduces construction time which results in less air pollution from heavy equipment and less water pollution from site run-off; and Resolution 58-17 Page 1 WHEREAS, the SB 1 project list and overall investment in our local streets, pathways, roads infrastructure and drainage with a focus on basic maintenance and safety will have significant improvements throughout the Town. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that: 1. The foregoing recitals are true and correct. 2. The projects planned to be funded with the Road Maintenance and Rehabilitation Account revenues per Attachment A, had previously been approved by the City Council and appropriated as part of the 2016-17 and 2017-18 Capital budget. The above and foregoing Resolution passed and adopted by the City Council of the Town of Los Altos Hills at a regular meeting held on the 21st day of September, 2017 by the following vote: AYES: Waldeck, Radford, Corrigan, Spreen, Wu NOES: None ABSENT: None ABSTAIN: None BY: / Gary Waldeck, Mayor ATTEST: - Creborah Padovan, City Clerk Resolution 58-17 Page 2 Town of Los Altos Hills SB1 Local Street and Road Improvement Project List The Senate Bill 1 (SB 1),the Road Repair and Accountability Act of 2017 (Chapter 5,Statutes of 2017)was passed by the Legislature and Signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide.The project list below was developed as part of the requirements of Senate Bill 1 (SB 1),the Road Repair and Accountability Act of 2017,which is also providing much of the funding to do the work. PROJECT LIST PROJECT DESCRIPTION &LOCATION ADOPTED BUDGET ESTIMTATED COMPLETION DATE 1. 2017 Pavement Rehabilitation and This is an annual street resurfacing project that includes 4" $1,806,265.60 October 2017. Drainage Improvement Project AC deep lift patching,4"full grind and paving, removing and reconstructing a concrete valley gutter, constructing a storm drain catch basin and pipe, pavement markings replacement,and micro-surfacing throughout various streets within Town limits. (See attached exhibit for street names.)The selected streets were determined by the recommendation from the Metropolitan Transportation Commission's Pavement Management Program and field inspection.This project will extend the life span of streets throughout the Town between 5, 15 and 20 years depending of type of rehabilitation method. 2. Page Mill Rd/Moon Ln. Pedestrian This project is to design and construct a pedestrian bridge $90,000 June 2018 Bridge Project crossing on northbound of Page Mill Road crossing the Matadero Creek between Paseo Del Roble and Moon Lane. The pedestrian bridge will alleviate the congestion and safety between motorists and pedestrians.Anticipated completion date noted is contingent upon permit approval from necessary regulatory agencies.This project constructs a new pedestrian bridge that typically have a minimum life span of 50 years. rt as 5 CD Resolution 58-17 Page 3 rt Town of Los Altos Hills SB1 Local Street and Road Improvement Project List PROJECT LIST PROJECT DESCRIPTION &LOCATION ADOPTED BUDGET ESTIMTATED COMPLETION DATE 3. Hale Creek Pathway Project(Bob This project is to design and construct a pathway $142,000 June 2018 Stutz Path) connecting Magdalena Road to El Monte Road at the Town of Los Altos Hills.This will be the final segment of the Bob Stutz Path.The pathway will pass through the Pathway Easement per Official Document No. 21393444 before entering the Caltrans right-of-way and access-controlled boundary.The pathway will exit out to the Public Pedestrian and Equestrian Easement. 4. Matadero Creek Restoration This project involves the removal of a portion of the outfall $550,000 November 2018 Project apron below the Page Mill Road box culvert, removal of 13 willow and walnut trees, grading the new channel, creation of a rock rip-rap chute and reinforced drop-pool habitat feature, downstream reinforcement of the creek banks, and replanting to shade the creek with willows, walnuts and native grasses. This proposed project will provide pavement stability of a portion of Page Mill Road, an arterial road in the Town, to ensure pedestrian and vehicular access and safety. The location of this project is on Page Mill Road at Berry Hill Court and the life span of Page Mill Road at Berry Court will be extended at minimum of 30 years.
