Chapter 4, Article . 4 of <br /> Title 6 of the Los Altos Hills Municipal Code is hereby amended <br /> by adding"Section -6'-4.421 'to' `read as'- follows: <br /> Section 6=4.421.; Requirements for Photographic <br /> Materials Processing. <br /> (a) . -:A11'' pliotoprocessors shall comply with either <br /> subsection- (2) or -subsection (3) of- this subsection`.(a) Persons <br /> who fully comply with subsection (3) shall not be required to <br /> obtain an industrial waste discharge permit pursuant to <br /> Section-6-4.401""unless required' to do=so pursuant to other <br /> sections of this chapter: but shall be. required to meet all <br /> applicable wastewater discharge limits and requirements. <br /> (1) Definitions ' ' <br /> (i) , "Photographic Materials'�Processing". <br /> For the purposes of this' section; photographic materials <br /> processing shall mean developing silver-bearing film, including <br /> x-ray film, or photographic paper. <br /> "Ph'otoprocessor!': r For the purposes of <br /> this section, , any person who.'owns a photographic materials <br /> processing system, or conducts photographic materials processing, <br /> including a business -that does photographic' materials processing <br /> or any person- who engages in photographic materials processing. <br /> fill) "Regeneration". For the purposes of <br /> this section, regeneration shall mean the treatment of washwater, <br /> f ix, or bleach f ix f or re-use <br /> (iv) "Spent Solutions". -For the purposes of <br /> this section, spent solutions shall mean, spent fixer, bleach fix, <br /> stabilizer from washless `systems, silver-bearing cleaning <br /> solutions and functionally similar solutions other= than <br /> washwater: <br /> (v) "Washwater". For the purposes of this <br /> section, washwater- shall-mean water that has been used to rinse <br /> fix or bleach fix- from 'photographic" film ortpaper: , <br /> (2) Silver -Removal-System. - Persons- who- comply - <br /> with this subsection (2,) shall- install aiid operate'`in their <br /> facilities :a silver removal--system; in A -manner which shall <br /> insure consistent compliance with the' following effluent;,,.. <br /> standards: <br /> (i) The 'maximum allowable discharge <br /> concentration of silver 'shall--�be 1-'.'O. mg/.liter for photoprocessors <br /> that submit documentation satisfactory to- the' City ,Engineer <br /> evidencing utilization of one or more of the following <br /> technologies: <br /> 3 - <br />
