Sec. 4-3. 1403 Average vehicle ridership goals. <br /> The following AVR goals are established in order to <br /> achieve and measure progress toward a net increase in the <br /> use of commute alternatives and a reduction in vehicle trips <br /> to the work site during the 6: 00 a.m. to 9: 00 a.m. commute: <br /> (a) By July 1, 1993, the AVR goal shall be 1.18. <br /> (b) By July 1, 1995, the AVR goal shall be 1.26. <br /> (c) By July 1, 1997, the AVR goal shall be 1.33 . <br /> Sec. 4-3.1404 Administration. <br /> The provisions of this ordinance shall be administered <br /> by the city, or by any designee authorized by the city <br /> council to administer the provisions of this chapter on <br /> behalf of the city. No designee shall be authorized to <br /> bring any legal action on behalf of the city for enforcement <br /> of any provision of this chapter. <br /> Sec. 4-3.1405 Applicability. <br /> The provisions of this chapter shall apply to all work <br /> sites within the city with one hundred or more employees <br /> during the hours of 6: 00 a.m. to 9: 00 a.m. <br /> Sec. 4-3.1406 Implementation schedule. <br /> It is the intent of this chapter to establish an <br /> implementation date for every employer subject to the <br /> provisions of this chapter. For purposes of establishing an <br /> implementation date, the employers shall be divided into the <br /> following four categories, based upon the employers' work <br /> sites within the city: <br /> (a) Category 1 consists of all work sites operated or <br /> occupied by the city and all other work sites <br /> having 1, 000 or more employees; <br /> (b) Category 2 consists of all work sites having 500 <br /> to 999 employees; <br /> (c) Category 3 consists of all work sites having 250 <br /> to 499 employees; <br /> (d) Category 4 consists of all work sites having 100 <br /> to 249 employees. <br /> All actions, required by this chapter to be taken by an <br /> employer with respect to any work site •within a specified <br /> period of time after the implementation date,. shall be taken <br /> within that -period of time measured from the implementation <br /> date established in this section for that category of work <br /> sites within which the particular work site falls. The <br /> exact implementation date for each category shall be <br /> established by resolution of the City Council and shall be <br /> published in a newspaper of general circulation within the <br /> city pursuant to Section 6061 of the California Government <br /> Code. It is the intent of this chapter that the <br /> implementation dates for Categories 2, 3 , and 4 shall be set <br /> 4 - <br />
