Meeting Minutes <br /> January 12, 2006 <br /> Town of Los Altos Hills <br /> City Council Special Meeting <br /> Thursday, January 12, 2006 6:01 P.M. <br /> Council Chambers, 26379 Fremont Road <br /> 1. CALL TO ORDER, <br /> The meeting was convened at 10:50 p.m. <br /> 2. PRESENTATIONS FROM THE FLOOR <br /> None <br /> 3. Identification of Potential Future Projects at Westwind Barn and Approval of <br /> Expenditure for Appraisal Services Related to Opinion Request from the Fair <br /> Political Practices Commission(FPPC) <br /> Mayor Pro Tern Warshawsky abstained from consideration of this item. <br /> Assistant City Attorney John Bakker introduced this item. Bakker explained that Mayor <br /> Pro Tem Warshawsky lived within 500 feet of Westwind Barn and was subject to certain <br /> rules under the Political Reform Act. If Warshawsky can demonstrate that certain actions <br /> relating to Westwind Barn would have no impact on his ownership interest of his <br /> property/residence, he would be able to participate in consideration of those matters. <br /> Bakker noted that to get a determination from the FPPC that would effectively grant <br /> immunity from prosecution from violations of the PRA, Warshawsky needed to develop <br /> certain factual information that included an appraisal of his property. The Assistant City <br /> Attorney also requested a list of potential issues that Council might consider related to <br /> Westwind Barn that could be identified for the appraiser. The appraiser would evaluate <br /> how those issues might potentially affect Mayor Pro Tem Warshawsky's property. <br /> Bakker reviewed the list that had been suggested by Warshawsky that included: 1) <br /> governance of Westwind; 2) the existing recreational programs and implementation of <br /> additional programs at the facility; 3) cell phone towers; 4) restoration of the Barn; 5) <br /> potential for additional structures; and 6)pathways. <br /> Bakker explained that the appraisal was complicated and suggested that it would cost <br /> between$2,500 and$5,000. <br /> Council consensus was to approve the expenditure. <br /> Special City Council Meeting Agenda <br /> January 12,2006 <br />
