Mattas reviewed the disclosure <br /> requirements with Council. <br /> Council considered the proposed policy. Following discussion, they agreed that they <br /> supported the policy with the deletion of sentence Bl. "Members of Legislative Bodies <br /> should avoid Contacts." <br /> MOTION SECONDED AND CARRIED: Moved by Jones, seconded by Mordo and <br /> passed unanimously to approve Resolution No. 73-05 adopting a policy governing ex <br /> parte contacts. The policy was amended to delete the sentence " Members of Legislative <br /> Bodies should avoid Contacts" <br /> 5.7 Consideration and Direction Regarding Consultant Agreements for Site <br /> Feasibility Studies Regarding property at 27575 Purissima Road <br /> Item was not considered. <br /> 5.8 Consideration of and Direction Regarding Request from Bullis Purissima <br /> Elementary School Foundation for Financial Assistance Related to Potential <br /> Acquisition and Construction of Charter School <br /> Mayor Kerr reordered the agenda to accommodate the audience in attendance for item 5.8 <br /> Chris Vargas, Co-Chair, Bullis Purissima Elementary Foundation, introduced himself and <br /> explained that he was before Council to present a partnership proposal between the Bullis <br /> Charter School, the Bullis-Purissima Elementary School Foundation and the Town of Los <br /> Altos Hills titled the"Hills Education Legacy Project-H.E.L.P." Vargas proceeded with a <br /> PowerPoint presentation which included a brief summary of his previous presentation at <br /> the July 21, 2005 meeting. He noted that the current proposal before Council for their <br /> consideration had several revisions. Vargas identified the key components of the <br /> proposal: 1) Bullis —Purissima Elementary School Foundation would commit to donate <br /> $1 million to Los Altos Hills for the purchase of land and would commit an investment of <br /> $4 million to develop the site and operate the school; 2) the Town of Los Altos Hills was <br /> asked to provide financial support for land that would be used for public education, parks <br /> and recreation space, and a community center; and 3) Bullis Charter School would <br /> commit to deliver a high quality and innovative public school. Vargas noted that the new <br /> request did not specify a specific site or a specific amount but requested a commitment to <br /> provide funding for purchase of land that the Town would own and would be an asset to <br /> the community. Vargas explained there was precedent for a municipality investing in <br /> public education. He sited investments of over $5 million made by the City of Los Altos <br /> that included a land swap deal for Covington School and a gymnasium for Blach School. <br /> Vargas outlined the additional facts and benefits of the proposal and concluded that he <br /> was before Council to request consideration of support in concept to the Partnership <br /> proposal.
