• <br /> b. to recommend a set of initiatives that would lead to the progress <br /> and achievement of these goals; <br /> c. to review other environmental initiatives to bero osed to the City <br /> p <br /> Council, subject to the appropriate hearings, that would affect other aspects of Town policy <br /> including residential development. <br /> (j) Westwind Community Barn Committee <br /> (i) The membership of this Committee shall consist of an odd number of <br /> members from seven (7) to eleven (11) members includingtwo City <br /> Councilmembers who shall be voting members. A Councilmember shall <br /> serve as Chair of the Committee. <br /> (ii) The charges to and duties of this Committee shall be: <br /> a. to serve as an advisory body to the Council on matters related to <br /> Westwind Community Barn; <br /> b. to assist in the planning, development and implementation of a <br /> Master Plan for Westwind Community Barn that would include the function of the facility and <br /> associated space; the intensity of use for both equestrian and non equestrian activities; and, the <br /> form of the facility and the auxiliary space; <br /> c. to assist in the development of a budget for the renovation of <br /> Westwind Community Barn and to make recommendations to the City Council; <br /> d. to identify the funding sources both public and private for any <br /> proposed renovations or seismic retrofit improvements of Westwind Community Barn; and <br /> e. to serve as an advisory body to the City Council on the approved <br /> Westwind Community Barn Master Plan and any future amendments. <br /> Section 6. Procedures. <br /> (a) Committees are cautioned to limit expenditures from the personal funds of the <br /> members without prior approval by the Town. <br /> (b) Committees may not enter into contracts or agreements on behalf of the Town. <br /> (c) Any correspondence involving the use of Town letterhead must first be approved <br /> by the City Council before distribution. Any outside correspondence (excluding intratown <br /> memos) should be submitted in draft to the City Clerk. <br /> (d) All press releases relating to the Town or Town-sponsored events are to be pre- <br /> approved by the City Council. Sufficient time should be allowed to obtain necessary approvals <br /> or make necessary changes. <br /> 10 <br />
