WHEREAS, the Planning Commission held duly noticed public hearings to consider the proposed <br />amendments to the Zoning Code on October 3, 2019 and November 7, 2019, at which time all <br />interested persons had the opportunity to be heard; and <br />WHEREAS, after close of the public hearing, the Planning Commission recommended approval <br />of the proposed amendments to the Zoning Code; and <br />WHEREAS, the City Council held a duly noticed public hearing to consider the proposed <br />amendments to the Zoning Code on December 4, 2019, at which time all interested persons had <br />the opportunity to be heard; and <br />WHEREAS, after the close of the public hearing, the City Council considered all public comments <br />received'both before and during the public hearing, the presentation by Town staff, the staff report, <br />and all other pertinent documents regarding the proposed zoning code amendment; and <br />WHEREAS, the City Council finds that the proposed amendments to the Zoning Code are <br />consistent with and support the Los Altos Hills General Plan by helping to ensure the aesthetic <br />quality of wireless telecommunication facilities in a manner consistent with Federal law and <br />regulations; and <br />WHEREAS, the City Council finds that the proposed Zoning Code amendment is intended to <br />establish comprehensive requirements and standards for the development, siting, installation and <br />operation of wireless telecommunication facilities in a way that protects and promotes public <br />safety, community welfare, and the Town's character and aesthetic quality. <br />WHEREAS, the City Council desires to adopt the proposed changes to the Zoning Code and <br />repeal the prior Urgency Ordinance under Chapter 7-5 of the Municipal Code. <br />NOW, THEREFORE, the City Council of the Town of Los Altos Hills does hereby ordain as <br />follows: <br />SECTION I. FINDINGS. <br />Based on the entirety of the record as described above, the City Council for the Town of <br />Los Altos Hills hereby makes the following findings: <br />1. All of the facts and recitals above are true, corrected, incorporated herein and made <br />a part hereof such that there exists a current and immediate threat to the public health, safety, and <br />welfare requiring the adoption of an ordinance to implement wireless communications regulations <br />for the Town of Los Altos Hills. <br />2. This project is exempt from California Environmental Quality Act (CEQA) <br />pursuant to "general exemptions" described in Section 15061(b)(3) of the CEQA Guidelines, since <br />the ordinance would not have any significant effects on the environment. <br />Ordinance 587 Page 4 <br />
