WHEREAS, on October 17, 2019, the City Council held a public hearing, accepted public <br />testimony and voted to amend the MPP to include an off-road pathway between Dianne Drive and <br />East Sunset Drive and a roadside path along the entire length of Dianne Drive and on East Sunset <br />Drive; and <br />WHEREAS, on September 5, 2019, the Planning Commission held a public hearing, accepted <br />public testimony and reviewed a proposed pathway alignment from Olive Tree Lane down to <br />Stonebrook Drive over Northcrest Lane and the existing emergency access easement, and voted to <br />recommend that the City Council add this segment to the MPP; and <br />WHEREAS, on February 6, 2020, the Planning Commission held a public hearing, accepted <br />public testimony and reviewed a proposed pathway alignment from Story Hill Lane to Page Mill <br />Road based on the alignment proposed by the Pathways Committee and voted to recommend that <br />the City Council add this segment to the MPP; and <br />WHEREAS, on May 21, 2020, the City Council held a public hearing to accept public testimony <br />and consider an amendment to the MPP to add: 1) an off-road pathway segment from Story Hill <br />Lane to Page Mill Road, as shown in Exhibit A; and 2) an on -road and off-road path segment on <br />Northcrest Lane starting at Olive Tree Lane and extending down to Stonebrook Drive on an <br />existing emergency access easement, as shown in Exhibit B. <br />WHEREAS, the amendment to the MPP will also include the following pathway segments that <br />were previously approved by the City Council: 1) an off-road path from Dianne Drive to East <br />Sunset Drive along with connecting roadside paths on Dianne Drive and East Sunset Drive, as <br />shown in Exhibit C; 2) a future off-road trail access location near the west end of Laura Court into <br />the southerly portion of 24840 Prospect Avenue, as shown in Exhibit D; and 3) an off-road <br />pathway between Zappettini Court, Central Drive and Westwind Barn, as shown in Exhibit E. <br />WHEREAS, the City Council of the Town of Los Altos Hills finds that this General Plan <br />amendment is exempt from the provisions of the California Environmental Quality Act ("CEQA"), <br />pursuant to Section 15061(b)(3) of the CEQA Guidelines, because it can be seen with certainty <br />that the amendment to the MPP will not have a significant effect on the environment, and any <br />future capital improvements related to pathway construction in these alignments will be analyzed <br />when designed and proposed to ensure compliance with CEQA. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of Los Altos Hills <br />hereby adopts amendments to the Master Path Plan to include additional pathway segments and <br />connections as shown in Exhibits A through E. <br />Resolution 24-20 Page 2 <br />
