RESOLUTION 52-20 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS AWARDING A CONTRACT FOR ARCHITECTURAL DESIGN SERVICES CONTACT FOR PHASE 2 OF THE TOWN HALL ADDITION PROJECT TO NOLL & TAM ARCHITECTS WHEREAS, on November 20, 2019, the City Council approved the Town Hall Addition Project, which includes the conversion of the open patio behind the Council Chambers into a new 435 square -foot conference/meeting room (Phase 1), demolition of the 880 square -foot Parks and Recreation building and two large redwood trees, and an addition of 1,960 square feet on the south end of Town Hall with a classroom space and additional employee offices (Phase 2); and WHEREAS, on February 20, 2020, the City Council added The Town Hall Addition Project to the FY19-20 capital projects list and appropriated $450,000 for the preparation of construction plans and specifications to have both phases of the Project ready to go out to bid; and WHEREAS, in order to prepare a full and complete set of construction documents that can be used to solicit bids for the Project, construction plans and specifications, and other related documentation needs to be prepared; and WHEREAS, procurement of the professional services necessary to prepare the Project's construction plans and specifications shall follow the requirements specified in Chapter 4 (Purchasing System) of Title 2 (Administration) of the Los Altos Hills Municipal Code; and WHEREAS, the Planning Director released a Request for Proposal for architectural design services for Phase 2 of the Town Hall Addition Project on July 24, 2020 and received six proposals from qualified architectural firms on or before August 20, 2020; and WHEREAS, the Planning Director and Town staff thoroughly evaluated the proposals received and interviewed the three architectural firms that received the highest ratings; and WHEREAS, Noll & Tarn Architects was selected as the consultant to complete the project based on the very thorough and detailed scope of services in their proposal, the excellent qualifications of their design team and depth of relevant experience on public projects in neighboring jurisdictions and their competitive costs and billing rates. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that the City Manager is hereby authorized execute a contract with Noll & Tam Architects for a not -to -exceed amount of $240,000. The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los Altos Hills at a special meeting held on the 17" day of September 2020 by the following vote: AYES: Corrigan, Spreen, Tyson NOES: Tanlcha Resolution 52-20 Page 1
