RESOLUTION 52-20 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />TOWN OF LOS ALTOS HILLS AWARDING A CONTRACT FOR ARCHITECTURAL <br />DESIGN SERVICES CONTACT FOR PHASE 2 OF THE TOWN HALL ADDITION <br />PROJECT TO NOLL & TAM ARCHITECTS <br />WHEREAS, on November 20, 2019, the City Council approved the Town Hall Addition Project, <br />which includes the conversion of the open patio behind the Council Chambers into a new 435 <br />square -foot conference/meeting room (Phase 1), demolition of the 880 square -foot Parks and <br />Recreation building and two large redwood trees, and an addition of 1,960 square feet on the south <br />end of Town Hall with a classroom space and additional employee offices (Phase 2); and <br />WHEREAS, on February 20, 2020, the City Council added The Town Hall Addition Project to <br />the FY19-20 capital projects list and appropriated $450,000 for the preparation of construction <br />plans and specifications to have both phases of the Project ready to go out to bid; and <br />WHEREAS, in order to prepare a full and complete set of construction documents that can be <br />used to solicit bids for the Project, construction plans and specifications, and other related <br />documentation needs to be prepared; and <br />WHEREAS, procurement of the professional services necessary to prepare the Project's <br />construction plans and specifications shall follow the requirements specified in Chapter 4 <br />(Purchasing System) of Title 2 (Administration) of the Los Altos Hills Municipal Code; and <br />WHEREAS, the Planning Director released a Request for Proposal for architectural design <br />services for Phase 2 of the Town Hall Addition Project on July 24, 2020 and received six proposals <br />from qualified architectural firms on or before August 20, 2020; and <br />WHEREAS, the Planning Director and Town staff thoroughly evaluated the proposals received <br />and interviewed the three architectural firms that received the highest ratings; and <br />WHEREAS, Noll & Tarn Architects was selected as the consultant to complete the project based <br />on the very thorough and detailed scope of services in their proposal, the excellent qualifications <br />of their design team and depth of relevant experience on public projects in neighboring <br />jurisdictions and their competitive costs and billing rates. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills <br />that the City Manager is hereby authorized execute a contract with Noll & Tam Architects for a <br />not -to -exceed amount of $240,000. <br />The above and foregoing Resolution was passed and adopted by the City Council of the Town of <br />Los Altos Hills at a special meeting held on the 17" day of September 2020 by the following vote: <br />AYES: Corrigan, Spreen, Tyson <br />NOES: Tanlcha <br />Resolution 52-20 Page 1 <br />
