RESOLUTION 56-20 <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />TOWN OF LOS ALTOS HILLS MAKING DETERMINATIONS AND APPROVING <br />THE ANNEXATION OF TERRITORY DESIGNATED AS "RAVENSBURY AVENUE <br />ISLAND" CONSISTING OF EIGHT PARCELS (24.3 ACRES) LOCATED AT THE <br />END OF RAVENSBURY AVENUE IN LOS ALTOS HILLS <br />WHEREAS, California Government Code section 56375.3 permits municipalities to annex <br />unincorporated "urban islands" through a streamlined process that does not require protest <br />proceedings or elections, provided the island meets special criteria under section 56375.3 and is <br />150 acres or less in size; and <br />WHEREAS, in Santa Clara County, unincorporated land that is located within a municipality's <br />urban service area is considered an "urban island"; and <br />WHEREAS, to serve the goals of orderly growth and development, policies of the Local Agency <br />Formation Commission of Santa Clara County (LAFCO) encourages municipalities to annex <br />unincorporated urban islands existing within their current Urban Service Areas (USA) where <br />services and facilities are being provided; and <br />WHEREAS, Government Code sections 56375.3 and 56700 et seq., and LAFCO policies set forth <br />the streamlined island annexation process, which includes the requirement that a municipality <br />conduct a public hearing to initiate island annexation proceedings and a subsequent public hearing <br />to approve said annexation; and <br />WHEREAS, as provided in Government Code Sections 56375.3 and 56757, the City Council of <br />the Town of Los Altos Hills is the conducting authority for a reorganization including an <br />annexation to the Town; and <br />WHEREAS, the City Council of the Town of Los Altos Hills ("Town") desires to annex properties <br />within an unincorporated "urban island" commonly known as the Ravensbury Avenue Island <br />("Island"), the area boundaries of which are described more particularly in Exhibit "A" and shown <br />on Exhibit `B" to this resolution, attached hereto and incorporated herein; and <br />WHEREAS, the Island includes eight properties, identified by Assessor Parcel Numbers (APN) <br />351-08-005, 351-08-018, 351-08-019, 351-08-026, 351-08-028, 351-08-030, 351-08-031, and <br />351-08-032, and road rights-of-way totaling 24.3 acres in size and located on the southern side of <br />Los Altos Hills, all as described in Exhibit "A" and shown on Exhibit `B", and is contiguous to <br />the Town's incorporated areas and is within the Town's USA; and <br />WHEREAS, the annexation would provide for the properties within the Island to use Town <br />services; and <br />WHEREAS, seven of the properties within the Island, identified by APNs 351-08-005, 351-08- <br />018, 351-08-019, 351-08-028, 351-08-030, 351-08-031, and 351-08-032, will be designated as <br />Resolution 56-20 Page 1 <br />
