<br />7 <br />Regular City Council Meeting Minutes <br />June 20, 2019 <br />Allan Epstein, Los Altos Hills, said the actual contract (86 pages) was provided at <br />11 a.m. this morning and they (the Council) must be fast readers. He suggested <br />extending the contract a few months to give the public the opportunity to <br />understand the proposed changes. <br /> <br />Linda Swan, Los Altos Hills, said that she lives on a private road and worries she <br />will have to pay more. <br /> <br />Cheryl Evans, Los Altos Hills, said she is not sure she will be treated the same as <br />the current contract. <br /> <br />Kjell Karlsson, Los Altos Hills, said an RFP should have been done a year in <br />advance. <br /> <br />Council discussion ensued. Councilmember Tyson stated that a long term contract <br />makes things predictable. He was inclined toward the 10 year agreement. <br /> <br />Vice Mayor Wu stated that she doesn't have a strong feeling of 10 vs. 15 years. But <br />if we sign up for the 15-year agreement, it will save money in the long run. <br /> <br />Councilmember Tanka stated that she was leaning toward a 10 year agreement, <br />but could be swayed. <br /> <br />Councilmember Corrigan stated that things are changing with trash. She said that <br />a 15-year is probably in the Town's best interest. However, she could agree with a <br />10 year agreement. <br /> <br />Mayor Spreen said he was in support of a 15 year agreement. It provides the Town <br />with stability. <br /> <br />Additionally, there was Council consensus that Town approval shall be required if <br />the cost to transport the alternative landfill site exceeds 3%. <br /> <br />Further there was Council consensus that if the rate adjustment is not approved, <br />GreenWaste could petition the Council to offset increased costs. <br /> <br />MOTION MADE AND SECONDED: Vice Mayor Wu moved to <br />adopt Resolution 37-19 approving and authorizing the execution of a Franchise <br />Agreement between the Town and GreenWaste Recovery, Inc. for recyclables, <br />mixed compostables and yard trimmings collection services (for 15 years). The <br />motion was seconded by Councilmember Tankha. <br /> <br />Motion Carried 5 to 0: <br /> <br />AYES: Mayor Spreen, Vice Mayor Wu, Councilmember Corrigan, <br />Councilmember Tankha, Councilmember Tyson <br />
