<br />3 <br />City Council Special Meeting Minutes <br />December 4, 2019 <br />June Wong, Los Altos Hills, quoted an article from the central valley about a <br />school where children who were near cell phone towers contracted cancer. <br /> <br />Tracie Kiachian, Los Altos Hills, say she was nervous about letting people put <br />poles in for things that are not necessary. <br /> <br />Scott Vanderlip, Los Altos Hills, said one could buy a device that has to be a <br />clear line of site of a 5G tower. Verizon wants to provide home Broadnet service <br />to compete with Comcast. <br /> <br />Liz Frazier, Los Altos Hills, said they do not want these cell sites in close <br />proximity to residences. She then accused Vice Mayor Wu of having a conflict of <br />interest. <br /> <br />Vice Mayor Wu stated that she did discuss the issue with the City Attorney prior <br />to the beginning of the meeting. <br /> <br />City Attorney Steve Mattas stated that Vice Mayor Wu does not have a conflict; <br />there is an entity that she is forming that has not generated any revenue and there is <br />no client base. He stated that she was able to participate in the Council discussion. <br /> <br />Angela Kung, External Affairs Area Manager with AT&T stated that AT&T <br />wants to work with staff and wants to make sure that they are not prohibited from <br />being here. <br /> <br />Mark Graves, Program Manager, AT&T, said that the facilities currently in <br />Town are low power, which means low propagation. The proposed 1500 feet <br />setback is problematic and expressed that 600 or 700 feet would be more realistic. <br /> <br />Council members asked questions of AT&T and received their responses. <br /> <br />Jillian Draeger, Los Altos Hills, strongly urged the Council to adopt the <br />regulations as recommended by the Planning Commission. <br /> <br />Mayor Spreen closed the Public Hearing. <br /> <br />Council discussion ensued. <br /> <br />MOTION MADE AND SECONDED: Councilmember Tyson moved to waive <br />reading and introduce the ordinance as recommended by the Planning Commission <br />as follows: Repeal Chapter 5 of Title 7 of the Los Altos Hills Municipal Code; <br />Amend Article 2 "Definitions," Section 10-1.202 of Title 10, Chapter 1 of the Los <br />Altos hills Municipal Code to update the definition of "Antenna"; and Add Article <br />13 entitled "Wireless Telecommunications Facilities" to Chapter 1, Title 10 of the <br />Los Altos Hills Municipal Code establishing regulations for wireless <br />telecommunications facilities in the Town of Los Altos Hills with the following
