Town of Los Altos Hills City Council Special Meeting Minutes Thursday, April 15, 2021— 5:00 p.m. Council Chambers, 26379 Fremont Road, Los Altos Hills, California CALL TO ORDER, ROLL CALL Via teleconference according to the Governor's Executive Order N-29-20, Mayor Tankha called the City Council Regular Meeting to order at 5:00 p.m. Present: Mayor Tankha, Vice Mayor George Tyson, Councilmember Stanley Q. Mok, Councilmember Lisa H. Schmidt, Councilmember Linda Swan Absent: None Staff: City Attorney Steve Mattas, City Manager Carl Cahill, City Clerk Deborah Padovan (the City Manager and City Clerk left the meeting at 5:15 p.m.) PUBLIC COMMENT (Public Comment is Limited to Items which are the Subiect of the Special Meeting) Glenn Wilkerson, Los Altos Hills, said City Manager Carl Cahill has been very professional and someone the Town really needs. He believes a hostile work environment exists for the Town and City Manager by this small group of residents. Robert Sandor, Los Altos Hills, advised Council that he believes we have a potential liability with staff departures and had concerns about the turnover over the last few years. Ying Liu, Los Altos Hills, shared her observation and experiences with the Town. She said she has had no issues with City Manager Carl Cahill. John Swan, Los Altos Hills, said that we need to have this whole process be more transparent. He commented on staff departures. Jim Waschura, Los Altos Hills, said he hopes the contract can be settled quickly. He said that the City Manager follows policy from the City Council, including past City Councils. The City Council adjourned to Closed Session at 5:15 p.m. to consider the following: PUBLIC EMPLOYEE PERFORMANCE EVALUATION TITLE: CITY MANAGER (Pursuant to Government Code Section 54957) The meeting adjourned at 6:15 p.m. There was no reportable action.
