WHEREAS, Natural Gas infrastructure and pipelines contribute to the risk of fires and <br />explosions such as the 2010 San Bruno pipeline explosion, with the risk magnified in cases <br />of major earthquakes; and <br />WHEREAS, climate disruption is being fueled by the burning of fossil fuels, including <br />natural gas, oil, and coal, and the disruption is already having devastating impacts on those <br />who can least afford it and are least responsible for the problem; and <br />WHEREAS, a clear end date for Natural Gas empowers building owners and residents to start <br />malting plans, provides market predictability to encourage service providers to invest in growing <br />electrification capabilities and workforce development and enables the gas utility PG&E to plan <br />system work in alignment with local policy; and <br />WHEREAS, full migration off Natural Gas in Los Altos Hills by 2045 will provide the <br />impetus for incentives for building electrification retrofits, such that it will be, easier for <br />existing buildings to become all -electric; and <br />WHEREAS, on 10/14/2021 the Town's Environmental Initiatives Committee voted to <br />recommend to the City Council a revised CAP be implemented to, at minimum, meet State <br />emissions goals established in SB32 and EO B-55-18, attached herein as "Exhibit A" and <br />"Exhibit B"; and <br />NOW, THEREFORE, IT IS HEREBY RESOLVED THAT the City Council of the <br />Town of Los Altos Hills approves implementation of the revised CAP. <br />The above and foregoing Resolution was passed and adopted by the City Council of the Town of <br />Los Altos Hills at a regular meeting held on 21 st of October 2021 by the following vote: <br />AYES: Tanitha, Tyson, Molt, Schmidt, Swan <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />ATTEST: <br />Deborah L.
