RESOLUTION 32-22 <br />RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS <br />DECLARING THE INTENTION TO INCREASE SEWER SERVICE CHARGES IN <br />BOTH PALO ALTO AND LOS ALTOS SEWER BASINS, SETTING A PUBIC <br />HEARING AND DIRECTING STAFF TO MAIL NOTICES TO ALL SEWER USERS <br />WHEREAS the Town of Los Altos Hills Municipal Code provides for sewer service charges to <br />users of the Town's public wastewater collection, transmission and disposal system; and <br />WHEREAS the Town retained the services of HF&H Consultants, an independent public <br />finance consultant, to prepare an analysis of the adequacy of the Town's existing sewer service <br />charges. <br />WHEREAS HF&H Consultants completed a study recommending increases in the Town's <br />existing sewer service charges in order to cover the Town's obligations, costs, and expenses <br />relating to the wastewater collection system; and <br />WHEREAS these rate increases will help ensure the health and safety of the community while <br />protecting the City's financial stability; and <br />WHEREAS the City Council intends to consider the proposed rate increases recommended in <br />the Study by following procedures required under Article XIII D, section 6 of the California <br />Constitution. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills <br />that: <br />1. The City Council hereby fixes the 19 day of May, 2022 at 6:00 p.m., in the Council <br />Chambers, 26379 Fremont Road, Los Altos Hills, California as the time and place for a <br />public hearing (Public Hearing) on the proposed sewer service charge increases. <br />2. At the time of the Public Hearing the City Council will hear and consider all protests and <br />objections to the proposed sewer service charge increases, and any person shall be <br />permitted to present written or oral testimony. Although oral comments at the Public <br />Hearing will not qualify as a formal protest, the City Council welcomes community <br />input during the Public Hearing. <br />3. Staff is hereby directed to provide notice of the Public Hearing and the proposed sewer <br />service charge increases in conformity with section 6 of Article XIII D of the California <br />Constitution. <br />4. At the conclusion of the Public Hearing, all valid written protests submitted will be <br />tabulated in conformity with the City's tabulation guidelines. No electronic submittals <br />will be accepted. All written protests must be delivered to the Town Cleric (either in <br />person or by mail) before the close of the public hearing. <br />Resolution 32-22 Page 1 <br />
