<br /> <br />1 <br /> City Council Special Meeting Minutes <br />August 9, 2021 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />CALL TO ORDER, ROLL CALL <br /> <br />Via teleconference according to the Governor’s Executive Order N-08-21, Mayor Tankha called <br />the City Council Regular Meeting to order at 1:01 p.m. <br /> <br />Present: Mayor Tankha, Vice Mayor George Tyson, Councilmember Stanley Q. Mok, <br />Councilmember Lisa H. Schmidt, Councilmember Linda Swan <br />Absent: None <br />Staff: City Attorney Steve Mattas, City Manager Carl Cahill, City Clerk Deborah <br />Padovan (the City Manager and City Clerk left the meeting at 1:09 p.m.) <br /> <br />PUBLIC COMMENT (Public Comment is Limited to Items which are the Subject of the <br />Special Meeting) <br /> <br />Mayor Tankha asked the City Attorney if more information could be provided on the agendas <br />as to the subject matter, so individuals have more clarity for the topic being discussed. <br /> <br />City Attorney Steve Mattas replied that the Town follow the guidelines that are set forth under <br />the Government Code for noticing closed sessions. He further stated that staff can provide more <br />information if that is the Council’s direction. <br /> <br />Allan Epstein, Los Altos Hills, asked if the City Attorney could provide some clarity as to what <br />the topic of the meeting is about. <br /> <br />City Attorney Mattas said that the purpose of today’s closed session is in relation to labor <br />negotiations under terms and conditions of employment for all of the employees with the <br />exception of the City Manager. <br /> <br />Mr. Epstein pointed out that in regard to compensation, the Koff study was completed and he <br />had some questions as to it’s accuracy and completeness. He had some concerns related to the <br />inequities in the salary survey and said further discussion and analysis is necessary before <br />reaching any conclusions. <br /> <br />Kjell Karlsson, Los Altos Hills, said we absolutely have to take care of the overall benefits that <br />we are lacking and look at the competitive advantage that we need to maintain. <br /> <br />The City Council adjourned to Closed Session at 1:09 p.m. to consider the following: <br /> <br /> <br />Town of Los Altos Hills <br />City Council Special Meeting Minutes <br /> <br />Thursday, August 9, 2021 – 1:00 p.m. <br />Council Chambers, 26379 Fremont Road, Los Altos Hills, <br />California
