1 City Council Special Meeting Minutes May 20, 2021 CALL TO ORDER, ROLL CALL Via teleconference according to the Governor’s Executive Order N-29-20, Mayor Tankha called the City Council Special Meeting to order at 5:02 p.m. Present: Mayor Tankha, Vice Mayor George Tyson, Councilmember Stanley Q. Mok, Councilmember Lisa H. Schmidt, Councilmember Linda Swan Absent: None Staff: City Attorney Steve Mattas, City Manager Carl Cahill, City Clerk Deborah Padovan (the City Manager and City Clerk left the meeting at 5:10 p.m.) PUBLIC COMMENT (Public Comment is Limited to Items which are the Subject of the Special Meeting) Ying Liu, Los Altos Hills, strongly believed that a three-tiered approach is needed, including a resident review committee. Bridget Morgan, Los Altos Hills, said she opposes the proposal put forth by Ms. Liu. She further said that the Council are the elected representatives in Los Altos Hills and as such, hold the singular and unique responsibility to manage and direct the city manager recruitment and hiring. Robert Sandor, Los Altos Hills, thanked the Council for taking this issue so seriously. He suggested that the Council oversee all spending until a new manager is in place. Kjell Karlsson, Los Altos Hills, said that the municipal code spells out what a City Manager does, but it has been ignored for the last 10 years. The City Council adjourned to Closed Session at 5:10 p.m. to consider the following: CLOSED SESSION: PUBLIC EMPLOYMENT TITLE: CITY MANAGER (Pursuant to Government Code Section 54957) REPORTABLE ACTION The City Attorney reported the City Council voted unanimously (5-0) to authorize the City Attorney to prepare and distribute an RFP for a recruiter for the City Manager position. .
