RESOLUTION 34-23 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />TOWN OF LOS ALTOS HILLS AWARDING A SERVICES AGREEMENT FOR THE <br />PREPARATION OF ZONING STANDARDS AND REGULATIONS AND ASSOCIATED <br />PROGRAM ENVIRONMENTAL IMPACT REPORT UNDER THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT FOR THE CREATION OF MULTI -FAMILY <br />RESIDENTIAL OVERLAY ZONES <br />WHEREAS, every eight years, cities and counties in California are required to adopt an updated <br />Housing Element and submit the element to the California Department of Housing and Community <br />Development (HCD) for review and certification, based on certain statutory deadlines; and <br />WHEREAS, state law mandates any rezoning required as a part of the Housing Element update <br />be completed by the jurisdiction within three years of the adoption deadline or within one year if <br />the jurisdiction fails to adopt a Housing Element that has been found in substantial compliance by <br />HCD within 120 days of the adoption deadline; and <br />WHEREAS, for the Sixth (6th) Planning Cycle of 2023-2031, the Town of Los Altos Hills timely <br />adopted an updated Housing Element in substantial compliance with the state law on January 30, <br />2023, and timely submitted the adopted element to HCD for post -adoption certification in <br />accordance with state law; and <br />WHEREAS, the adopted 2023-2031 Housing Element introduced multi -family overlay zones on <br />various sites to accommodate density at twenty (20) to thirty (30) dwellings per acre, as applicable; <br />and <br />WHEREAS, on December 15, 2022, the City Council adopted a resolution to authorize staff to <br />advertise two (2) Requests for Proposals (RFPs) for preparation of the zoning amendment to create <br />the multi -family zones identified in the Housing Element and the associated Program <br />Environmental Impact Report (EIR) for the rezoning; and <br />WHEREAS, the Town received two proposals which were reviewed by staff; pursuant to such <br />review, staff evaluated that Michael Baker International, Inc. is the most qualified and responsive <br />consultant based on the quality and experience of performing related planning services and prior <br />experience in working with the Town; and <br />WHEREAS, based on such evaluation, the City Manager of the Town of Los Altos Hills <br />recommends that the contract for the Project be awarded to Michael Baker International, Inc. for <br />an amount not to exceed $601,620. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills <br />hereby finds the foregoing recitals are true and correct and incorporated herein, and authorize the <br />City Manager to execute a services contract, in substantially the same form as that attached in the <br />accompanying staff report, with the above-named firm on behalf of the Town of Los Altos Hills <br />for the preparation of necessary zoning ordinance amendments for multi -family overlay zones as <br />identified in the Housing Element with objective design standards and the associated Program EIR, <br />subject to approval as to form by the City Attorney and timely submission of materials necessary <br />to execute the contract by the above-named firm. <br />Resolution 34-23 Page 1 <br />
