RESOLUTION 5-24 <br />A RESOLUTION APPROVING A CONCEPT DESIGN AND PROVIDING DIRECTION <br />TO STAFF FOR THE CIVIC CENTER IMPROVEMENTS <br />WHEREAS, on January 23, 2024, the City Council approved the 2024-2025 City Council <br />Strategic Priorities Implementation Plan with an initiative item to obtain Council direction on the <br />Civic Center Improvements to "increase worlcspace for Town staff to address community needs" <br />under the Value/Priority Area of Protect and Maintain Infrastructure; and <br />WHEREAS, Civic Center Improvements, which has been referred to as the Town Hall <br />Addition Project, was initiated by the City Council in 2018 with the purpose of addressing a <br />shortage or limited employee workspace, on-site meeting rooms, and community spaces; and <br />WHEREAS, as directed by Council, staff has investigated the current and long-term future <br />needs for staffing and space for Town Hall, specific to the main Town Hall Administration space <br />and the Parks & Recreation building; and <br />WHEREAS, the Town could potentially see a need for four to five additional full-time <br />equivalent employees in the next 10 years due to increasing state regulations, mandates, and <br />overall workloads, and also to reduce the reliance on part-time and contract employees; and <br />WHEREAS, the Parks and Recreation building is also in need of upgrades/improvements <br />and space reconfiguration for workspaces; and <br />WHEREAS, the project architect, Noll and Tam Architects, prepared two new concept <br />layout options (Concept Options A and B) for the Civic Center Improvements with feedback from <br />the community survey and stakeholders; and <br />WHEREAS, Option A involves a full renovation of the Parks and Recreating building, <br />2,126 square feet of Town Hall Administration renovation for Community Development <br />Department and Community Services staff, modifications to the public space, and installation of a <br />breezeway to connect the Parks and Recreation building to the main Town Hall; and <br />WHEREAS, Option B involves demolition of the Parks and Recreation building, <br />construction of 2,012 square feet of new addition to the Town Hall, and renovation of 2,126 square <br />feet of Town Hall Administration; and <br />WHEREAS, Option C is a reduced scope of Option A to renovate just the Parks and <br />Recreation building; and <br />WHEREAS, staff is proposing Option D to make immediate repairs and upgrades to the <br />Parks and Recreation building as required with a not to exceed budget of $100,000 from the Civic <br />Center Improvements project if the City Council is not ready to approve Options A, B, or C; and <br />Resolution 8-24 <br />
