MOTION SECONDED AND CARRIED: Moved by O'Malley, seconded by Kerr and <br /> passed by the following roll call vote to approve the request for a Conditional Use Permit <br /> modification to allow small meetings of up to 45 persons; Lands of Packard Foundation, <br /> 26580 Taaffe Road. <br /> AYES: Mayor Cheng, Mayor Pro Tem O'Malley, Councilmember Fenwick, <br /> Councilmember Kerr and Councilmember Warshawsky <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> 11.2 Lands of Los Altos Hills, 25700 Purissima Road(58-04-CUP); A Request for <br /> a Conditional Use Permit for Recreational Facilities at the Town's Athletic <br /> Fields and Riding Ring on Purissima Road; and Operation of a Public <br /> Address System and Parking Along Purissima Road During Large Events <br /> Parks and Recreation Supervisor Jimmy Forbis introduced this item to Council. He <br /> explained that the Town property which includes the baseball playing fields, horse riding <br /> ring, playground and parking has been operated in previous years without a Conditional <br /> Use Permit. Each request that has been received for special consideration, i.e. use of a <br /> public address system by the Little League, has been forwarded to Council on an ad-hoc <br /> basis. Forbis explained that the proposed Conditional Use Permit before Council for their <br /> consideration is consistent with the conditions applied to Westwind Barn and Pinewood <br /> school. <br /> • OPENED PUBLIC HEARING <br /> Wes Henderson, Canario Way, commented that he was the first Manager of the playing <br /> fields. His home is in close proximity to the fields. Henderson expressed his concern <br /> with the use of amplified sound permitted in the CUP. He would like to see it limited to <br /> two times a year for opening and closing ceremonies for the Little League season. <br /> Henderson added that due to the freeway noise, the sound systems are unusually loud and <br /> very disturbing to neighbors. He would like to see a sound wall constructed that would <br /> absorb the freeway sound. <br /> Planning Director Cahill explained that the five permitted days for amplified sound <br /> included the Town picnic and two additional events at the Town parks and recreation <br /> facilities on Purissima Road. <br /> Stewart Besler, Canario Way, echoed Henderson's sentiments on the public address <br /> system. It is very intrusive and he would like it limited to 2 or 3 times a year. Bisler is <br /> not bothered by overflow parking from the fields. <br /> Resident, Purissima Road, supports the Little League but would like the public address <br /> system limited to opening and closing ceremonies. <br /> Jim Abraham, Viscaino Road, proposed that the horse ring be used for additional parking <br /> for the playing fields. He noted that it was in disrepair and seldom used.
