City Council Special Meeting
Tuesday, March 11, 2003 7:00 P.M.
Town Hall Council Chambers, 26379 Fremont Road
1. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
Councilmember Kerr called the Special Meeting of the City Council to order at 7:05 p.m.
in Council Chambers at Town Hall.
Present: Councilmembers Kerr, O'Malley and Warshawsky, Planning
Commissioners Kerns and Cottrell, Committee Members Downey,
Mordo, Oldberg, and Whaley
Absent: Committee Member Radford
Staff: City Manager Maureen Cassingham and City Clerk Karen Jost
Press: Tim Seyfert, Los Altos Town Crier
• 2. APPROVAL OF MEETING MINUTES—Februga25, 2003
MOTION SECONDED AND CARRIED: Moved by Downey, seconded by Kerns and
passed unanimously to approve the Minutes of the February 25, 2003 Special City
Council Meeting with the_following correction: page 1, second paragraph, Warshawlsy
should read Warshawsky.
3. NEW BUSINESS
3.1 Discussion of Independent Cost Analysis of Proposed Town Hall Designs
PASSED BY CONSENSUS: To delay the independent cost analysis of the new Town
Hall until a style is selected which would facilitate a more detailed analysis.
PASSED BY CONSENSUS: During the interview process for the architect of record,to
request a detailed explanation of their method for calculating fees.
PASSED BY CONSENSUS: To invite a member or members of the Finance and
Investment Committee to participate in the new Town Hall cost and financing aspects of
the project.

4. UNFINISHED BUSINESS
4.1 Approval of Town Hall web pages
Following discussion, it was agreed that the committee's designed webpages were ready
to go live. The City Clerk was directed to work with Palo Alto IT to have the New Town
Hall webpages functional as soon as possible.
4.2 Approval of Town-Wide Mailer
Councilmember Kerr distributed color proofs of the survey mailer to Committee
members. It was determined that the layout should be changed to accommodate larger
colored renderings of the design styles which would be accompanied by the architect's.
narratives. The mailer will refer to additional information on the Town's website and the
April 3, 2003 Public Hearing and Architect Presentation will be highlighted.
PASSED BY CONSENSUS: To print and mail the "Help Us Design Town Hall"
brochure to all Town residents. Responses will be sent to the attention of the City Clerk
and April 11, 2003 will be the last day for submittal of preference poll ballots.
4.3 Discussion of Functional Requirements for New Town Hall
The City Clerk had distributed to the Committee a memorandum from the City Manager,
Maureen Cassingham titled Summary of Input— Goldman Town Hall program and Floor
® Plan dated February 20, 2003.
PASSED BY CONSENSUS: To use the Goldman Town Hall program as a working
document to be reviewed and modified by the new architect of record to address any
additional staff and space needs. The Committee also agreed to ask architects during the
interview process,to address the possibility of future expansion with their designs.
4.4 Discussion of Architects Presentations to City Council at the April 3
April 3 City Council Regular Meeting
Following a brief discussion, it was decided that the format used for the presentations at
the previous Special City Council Meeting had been successful and the same format
should be used at the Regular City Council Meeting. The architects will be introduced in
alphabetical order by their design style, give their presentations and an audience question
and answer period with the architects would follow.

There being no further new or unfinished business,the Special City Council Meeting of
March 11, 2003 was adjourned.
