funds from the State Water Resources Control Board. These grant funds will be <br /> designated for a stream restoration project on Adobe Creek. They are requesting <br /> $1,000,000. for the design of the project and they hope Santa Clara Valley Water District <br /> will implement the work. <br /> Councilmember Kerr reported that he had been in contact with Mr. Zlotnick, SCVWD <br /> Director, District 5. Zlotnick acknowledged that he would not reject a less that 1% <br /> solution for flood control if the residents were fully aware of the project. The main <br /> concern for the District would be funding the work for the project since it has been <br /> removed from the capital improvements budget. The funds may not be available until <br /> 2010. <br /> Councilmember O'Malley summarized the proposed Council action of a support letter by <br /> clarifying that the Wildlife Heritage Foundation is seeking the grant funds from the State <br /> because they have experience in this venue. If they are successful, they will administer <br /> the funds and dispense them to the Adobe Creek Watershed Group who will work with an <br /> hydrologist to design a solution for the creek that is amenable to all the creekside <br /> residents affected by the project. Then the Watershed Group will seek approval and <br /> implementation by the Santa Clara Valley Water District. If the District approves the <br /> project but does not fund it, with the approval they would still be committed to doing the <br /> work in Reaches 7, 8, 9 and upstream and assume the continued responsibility of Adobe <br /> Creek. <br /> MOTION SECONDED AND CARRIED: Moved by O'Malley, seconded by Cheng and <br /> passed unanimously to send a letter from the City Council supporting the efforts of the <br /> Wildlife Heritage Foundation on behalf of the Adobe Creek Watershed Group to obtain <br /> funds from the 2003 Watershed Protection and Nonpoint Source Pollution Control <br /> Grants. <br /> 3.
