The recommendation from the majority of the members of the Safety Committee <br /> was to meet at 3:00 p.m. Casey however believed that it was important for the <br /> committees to meet at a time that was convenient for volunteers who worked. <br /> MOTION SECONDED AND CARRIED: Moved by Casey, seconded by O'Malley <br /> and passed unanimously to direct the Safety Committee to meet at 5:00 p.m. on a <br /> weekday of their choosing. <br /> 5.3 Review of basement ordinance <br /> The Planning Director stated that he would be preparing a staff report on this issue <br /> for Planning Commission review. Casey stated that the basement ordinance does <br /> not clearly address the issue and the Council was seeing unusual requests regarding <br /> basements such as the recent bunker issue. Cheng noted that basements should not <br /> be seen above ground. Finn and Fenwick believed basements should be <br /> encouraged but agreed that the ordinance needed clarification. <br /> 5.4 Review of Site Development Process at staff level <br /> Casey stated that she would like to see a study session scheduled with Council and <br /> staff to discuss the planning process at the staff level with the goal of achieving an <br /> • even more efficient process. The Planning Director suggested and Council <br /> concurred that this take place when there was a full complement of planning staff <br /> on board which would give a more balanced view of the process <br /> 5.5 Discussion of Town Code Section 2-2.102(b) concerning Planning <br /> Commission <br /> Currently there was a section in the Town's Municipal Code which stated that an <br /> action of the Planning Commission shall require at least three affirmative votes. In <br /> the City Attorney's report she noted that this was added in 1997 when the <br /> Commission was reduced from seven to five members. Apparently there was a <br /> concern raised at that time that if there was only a quorum of three commissioners <br /> two of them would be able to make a decision. Casey believed that the Planning <br /> Commission should have the same process as the Council. If there was a quorum <br /> of three Councilmembers two of them could make a decision. She further noted <br /> that Council had the capability of appealing a Planning Commission decision if <br /> they wanted to.
