6. Project for Federal American Recovery and Reinvestment Act of 2009 <br /> (Staff. R. Chiu) <br /> Mayor Mordo requested clarification on the agenda item and questioned if there were any <br /> additional streets in Town that would be eligible for the funding. <br /> City Engineer/Public Works Director Richard Chiu reviewed the process for the <br /> distribution of funding and the requirements that must be met for a road pavement <br /> rehabilitation project to be considered. Chiu shared photos of the sections of the two <br /> roads that had been identified for the work to illustrate the condition of the pavement. <br /> Roads must be listed on the "functional classification system"to qualify for the zero local <br /> match federal grants. Chiu noted that local roads generally do not meet the criteria <br /> required to be included in the classification system. <br /> MOTION SECONDED AND CARRIED: Moved by Kerr, seconded by Warshawsky and . <br /> passed unanimously to approve Resolution No. 9 "Authorizing the Filing of an <br /> Application for Federal American Recovery and Reinvestment Act of 2009 (ARRA) <br /> Funding and Stating the Assurance to Complete the Project"; and Resolution No. 10 <br /> "Authorizing the Public Works Director to Award a Contract with the Lowest <br /> Responsible Bidder in an Amount Not-to-Exceed $453,000 for the Construction of <br /> Moody Road and Page Mill Road Pavement Rehabilitation Project" <br /> PRESENTATIONS FROM THE FLOOR <br /> • K. D. Daniel, Purissima Road, distributed a packet of information to Council regarding <br /> the sewer extension along Purissima Road. Mr. Daniel noted that he had participated in a <br /> Sewer Assessment District in 1971 and questioned if he was still obligated to pay the <br /> current connection fee. He believed the fees that he had previously paid satisfied this <br /> requirement. Daniel requested further investigation of the issue. <br /> Nancy Ginzton, Town representative to the VTA Bicycle/Pedestrian Advisory <br /> Commission, addressed Council. Ginzton reported that pursuant to a request from the <br /> VTA Board of Directors for proposals for "sidewalk" projects in unincorporated areas, <br /> she had submitted the segment of Moody Road to Hidden Villa. Ginzton noted that the <br /> sidewalk projects were currently on hold but that the segment might be considered for <br /> repaving.. <br /> Zamir Zuraek, Page Mill Road, noted that he was addressing Council on behalf of the <br /> three property owners that were adjacent to the subdivision at 11990 Page Mill Road. <br /> They included: 11854 Page Mill Road, 27992 Central Drive, and 27980 Central Drive. <br /> Zuraek explained that they recognized the right of a property owner to subdivide and had <br /> participated in the Tentative Map process. However, the identified neighbors believed <br /> that the proposed revisions to the Tentative Map were not in substantial conformance <br /> with the approved Tentative Map. Additionally, they were of the opinion that the <br /> revisions were not in compliance with the Subdivision Map Act and Town's Codes. He <br /> requested that the Council deny approval of the Subdivision's Final Map. Zuraek offered <br /> that the proposed map changes would result in the loss of easement rights.
