APPOINTMENTS AND PRESENTATIONS <br /> • 1. Administration of Oath to Large Animal Rescue Volunteers <br /> Public Safety Officer Steve Garcia introduced the item to Council. In 2004, the City <br /> Council adopted the "Large Animal Evacuation Plan". At that time, there were few <br /> volunteers to activate the program during an emergency. Garcia acknowledged the efforts <br /> of Los Altos Hills County Fire District Emergency Coordinator Michael Sanders, <br /> Westwind Community Barn Manager Ceasar Bisano and Fremont Hills Country Club <br /> Barn Manager Richard Sereni in soliciting the volunteers with the appropriate knowledge, <br /> skills and equipment to move large animals to safety during an emergency. Currently <br /> there are seventeen volunteers. Garcia introduced the members in attendance: Sinead <br /> Devine, Eileen Durham, Nicole Roths, Maryjo McVay, Russell Peterson, Kimberly <br /> Carpenter, Laura Gerst, Gustavo Jiminez, Richard Sererni, Antonio Vargas, Richard <br /> Sereni,Ulli Sharma, Laura Wainwright and Ceasar Bisano. <br /> Following the volunteers introduction to the Council, the City Clerk administered the <br /> loyalty oath to the assembled group. <br /> The Council thanked the volunteers for their commitment to assist the Town and provide <br /> safe harbor for large animals during an emergency. <br /> 2. PG&E Recap of January Storm Impact in Los Altos Hills—Darren Deffner, <br /> Government Relations Representative <br /> • Darren Deffner, PG&E, thanked the Council for the opportunity to provide an overview <br /> of the January storm's impact on PG&E services. Accompanying Deffner were Papia <br /> Gambelin, PG&E Government Relations Representative and Elissa Carrol, <br /> Superintendent, Maintenance and Construction. <br /> Deffner provided a recap of the recent January storm. He noted that it had affected <br /> 2,212,801 customers system-wide and was considered by the utility company to be one of <br /> the largest storms relative to customer service in 20 years. 95% of their customers' power <br /> was restored within 24 hours. However, the storm had resulted in 50,621 customers <br /> being without service for over 72 hours. Deffner deferred the presentation to Gambelin to <br /> review the storm's specific impact on Los Altos Hills. <br /> Gambelin proceeded with a PowerPoint presentation. She offered that customers of Los <br /> Altos Hills had experienced a significant outage with most service restored within the <br /> first six hours. Approximately 5% of the residents had been affected longer than 72 hours. <br /> Gambelin reviewed PG&E's restoration process. For safety reasons, the crews work a <br /> continuous 32 hour shift and then another 16 hour shift with 8 hours off. The emergency <br /> schedule conserves the work force and enables longevity during a storm. All crews and <br /> staff were employed during the restoration process. <br /> Gambelin reviewed the current strategy employed by the company for restoration of <br /> service during a storm.
