PLANNING COMMISSION STUDY SESSION <br />Study session was held September 23, 1968 which included the following <br />considerations: <br />1. Commission concurred that the request to move a house onto <br />lot #3 of the Whitcomb subdivision was premature due to lack <br />of information and indicated the request might be approved <br />after the following had occured: <br />a) Approval of the lot as a building site; <br />b) Execution of a definite guarantee that subdivision and <br />house improvements would be completed within a specified <br />time limit; <br />c) A review to determine that the proposed house move would <br />not be detrimental to the neighborhood, including an inspec- <br />tion of the house at its current site in Los Altos, by all <br />Commissioners. <br />2. Report of City Attorney re: Private Roads. City Attorney sub- <br />mitted proposed Ordinance amendments based on a Council study <br />conducted in 1966. Following discussion concerning the scope of <br />the private road problem, impact on the community, circulation patterns, <br />appropriate standards, and changes occurring since the 1966 study, <br />b Commission concurred that the entire private road problem should <br />be reviewed. Chairman Minckley appointed Commissioner Lachenbruch <br />as Chairman of a Committee to review the private road problem, <br />said Committee to present a preliminary report at the study <br />session October 28, 1968. <br />3. Discussion with City Attorney re; Parcel Maps. Following <br />discussion concerning the need, desirability and authority for <br />the filing of Parcel Maps in lieu of Final Maps, Commission <br />concurred that the matter should be agended for October 14th <br />meeting and requested Staff to compile a list of differences <br />between parcel maps and final maps. <br />4. Discussion of procedures of study for next year -Commissioner Perkins. <br />Commissioner Perkins noted the need for clarification of goals and <br />procedures regarding both current approvals and long range planning <br />and recommended that special tasks be assigned to small study <br />groups. Commission concurred with the recommendation and requested <br />Staff to prepare the following information concerning planning tools: <br />a) Brief analysis of Ordinances applicable to planning <br />b) A review of the utilization of Town Planner's time <br />c) A flow diagram showing input, processing and impact of various <br />applications considered by the commission. <br />L. <br />DENNIS R.
