• • <br /> following qualifications: (1) a financial officer of a public corporation <br /> with five years experience; (2) investment officer of a F.D.I.C. member <br /> institution with five years experience; (3) money manager who <br /> specializes in corporate or government agency issues with a minimum <br /> of ten years experience or(4)ten (10)years experience in investment <br /> banking, venture capital and/or general management. <br /> (ii) The charges to and duties of this Committee shall be: <br /> a. to serve as an advisory body to the City Council on financial and <br /> investment matters; <br /> b. to assist in the development of five-year capital budgets and <br /> revenue projections; <br /> c. to review the annual budget and make recommendations to the <br /> City Council; <br /> d. to review the annual audit and make recommendations to the <br /> City Council; <br /> e. to study all fiscal issues and recommend possible <br /> improvements and economies. <br /> f. to recommend investments to protect capital, provide adequate <br /> liquidity and generate market returns. All such recommendations shall be approved by the <br /> City Council. The City Manager shall execute any approved investment decisions. <br /> (e) Information and Safety Committee. <br /> (i) The membership of this Committee shall consist of eight (8) <br /> members. <br /> (ii) The charges to and duties of this Committee shall be: <br /> a to study and make recommendations regarding the safety and <br /> well-being of Town residents; <br /> b. to coordinate safety activities within the Town; <br /> c. to study County, State and Federal emergency management 0 <br /> systems and make recommendations concerning the Town's Disaster Plan; <br /> d. to educate the public regarding their role in improving safety <br /> and preparing for emergencies, and regarding the Town's facilities in the event of a <br /> disaster. <br /> e. to create and update a long range plan to improve the <br /> technology for communication with residents on Town government activities and to <br /> facilitate resident input; <br /> 6 N:\DATA\Clients\L\LAH\Res\committees4.rut.wpd <br />
