the right to refuse to join or participate in the activities of employee organizations, <br /> and shall have the right,to represent themselves individually in their employment <br /> relations with the Town. <br /> SECTION 2 <br /> DEFINITION OF TERMS <br /> The following terms, wherever used in these Rules, shall be defined as follows: <br /> 2.1 "Anniversary Date": The future date on which a regular or introductory employee is <br /> eligible, on.the basis of a satisfactory job performance evaluation for a prescribed <br /> period, for a merit salary advancement within the salary range established for the <br /> class of position he or she occupies:. <br /> 2.2 "Appointing Authority": The City Manager shall have the authority to approve or <br /> disapprove appointment of employees in accordance with the Municipal Code and <br /> these rules and regulations. <br /> 2.3 "Authorized Position": Any position authorized by the City Council to be filled by <br /> the City Manager. <br /> 2.4 "Benefits": That listing of benefits provided or accrued to all persons employed by <br /> the Town in a regular position. The benefits listing is an integral part of the • <br /> Compensation Plan as approved by the City Council for each fiscal year. <br /> 2.5 "Classification": All positions sufficientlysimilar in duties and responsibilities, and <br /> working. conditions, to permit grouping under a common classification with a <br /> common title, and to permit the application with equity of common standards of <br /> selection, transfer, promotion, and salary. <br /> 2.6 "Compensation Plan": The assignment by City Council Resolution of salary ranges <br /> and/or salary rates, and related employee benefits. <br /> 2.7 "Competitive Service": The positions and employments which are included or which <br /> may hereafter be included in the Classification Plan, excluding exempt employees. <br /> 2.8 "Demotion": The movement of an employee from one position to another which is <br /> allocated to a classification having a lower maximum rate of pay. <br /> 2.9 "Department Head": The person appointed by the City Manager to be in charge of a <br /> department. <br /> 2.10 "Elective Official": City Council members. <br /> Personnel Policy,Manual 2 02/07/2002::. <br />
