• • RESOLUTION NO. 12-12 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS AUTHORIZING CERTAIN ELECTED OFFICIALS AND TOWN OFFICERS AS SIGNATORIES ON TOWN FINANCIAL ACCOUNTS WHEREAS, Section 3.2-07 of the Town of Los Altos Hills Municipal Code requires that the City Council shall from time to time pass a resolution that specifies the signatories authorized to sign all checks, drafts, or warrants issued for and on behalf of the Town; and WHEREAS, the Town maintains deposit and investment accounts at institutions for the purposes of conducting the Town's financial transactions; and WHEREAS, the Town has instituted internal controls requiring two signatures on checks issued by the Town with at least one signature of either the Town's City Manager or Finance Director both of whom are bonded officers of the Town; and WHEREAS, the position of Finance Director will be filled by a yet-to-be-designated qualified temporary employee for an unknown period of time; and WHEREAS, the City Clerk is a regular employee of the Town and a bonded officer of the Town; and WHEREAS, the Town's auditor has reviewed staff's recommendation to designate the City Clerk a signatory on Town accounts in the absence of a permanent Finance Director and considers the plan a viable option to maintain internal control; NOW THEREFORE, the City Council of the Town of Los Altos Hills does hereby resolve that the following offices/positions and their incumbent are signatories authorized to sign all checks, drafts, or warrants issued for and on behalf of the Town of Los Altos Hills: Office/Position Incumbent Mayor Rich Larsen Mayor Pro Tem Gary Waldeck Council member Jean Mordo Council member John Radford Council member Ginger Summit City Manager Carl Cahill City Clerk Deborah Padovan Resolution No. 12-12 Page 1
