' • 1111 <br /> RESOLUTION NO. 4-99 <br /> A RESOLUTION OF THE TOWN OF <br /> LOS ALTOS HILLS ADOPTING THE <br /> CIRCULATION AND SCENIC ROADWAYS ELEMENT <br /> OF THE GENERAL PLAN,AND ADOPTING <br /> A NEGATIVE DECLARATION <br /> WHEREAS, the Town's current Circulation Element and Scenic Roadways <br /> Element of the General Plan were last adopted in 1975; and <br /> WHEREAS, on January 21, 1998, the City Council approved a contract with <br /> Crawford Multari & Clark Associates to prepare an updated Circulation and Scenic <br /> Roadways Element of the General Plan; and <br /> WHEREAS, on the same date, the City Council appointed a General Plan <br /> Committee of Town residents to work with the consultant and staff to update the <br /> Circulation and Scenic Roadways Element of the General Plan; and <br /> WHEREAS, the Committee, the consultant and staff met at least on a monthly <br /> basis from February through July of 1998, to prepare a Draft Circulation and Scenic <br /> Roadways Element; and <br /> WHEREAS, on September 17, 1998, the Committee sponsored a public <br /> "informational" meeting, at which the consultant and staff presented a brief overview of <br /> the Draft Circulation and Scenic Roadways Element and responded to questions; and <br /> WHEREAS, on October 28 and November 10, 1998, the Planning Commission <br /> held duly noticed public hearings to consider the proposed Circulation and Scenic <br /> Roadways Element, and at the November 10th meeting recommended approval of the <br /> Element and the proposed Negative Declaration to the City Council; and <br /> WHEREAS, on December 2, 1998, January 6, 1999, and January 20, 1999, the <br /> City Council held duly noticed public hearings to consider the proposed Circulation and <br /> Scenic Roadways Element and Negative Declaration. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of <br /> Los Altos Hills hereby adopts the proposed Negative Declaration, dated October 8, 1998, <br /> pursuant to the California Environmental Quality Act, and adopts the updated Circulation <br /> and Scenic Roadways Element of the Town's General Plan, dated December 2, 1998, as <br /> amended on January 20, 1999. <br />
