' • 1111 RESOLUTION NO. 4-99 A RESOLUTION OF THE TOWN OF LOS ALTOS HILLS ADOPTING THE CIRCULATION AND SCENIC ROADWAYS ELEMENT OF THE GENERAL PLAN,AND ADOPTING A NEGATIVE DECLARATION WHEREAS, the Town's current Circulation Element and Scenic Roadways Element of the General Plan were last adopted in 1975; and WHEREAS, on January 21, 1998, the City Council approved a contract with Crawford Multari & Clark Associates to prepare an updated Circulation and Scenic Roadways Element of the General Plan; and WHEREAS, on the same date, the City Council appointed a General Plan Committee of Town residents to work with the consultant and staff to update the Circulation and Scenic Roadways Element of the General Plan; and WHEREAS, the Committee, the consultant and staff met at least on a monthly basis from February through July of 1998, to prepare a Draft Circulation and Scenic Roadways Element; and WHEREAS, on September 17, 1998, the Committee sponsored a public "informational" meeting, at which the consultant and staff presented a brief overview of the Draft Circulation and Scenic Roadways Element and responded to questions; and WHEREAS, on October 28 and November 10, 1998, the Planning Commission held duly noticed public hearings to consider the proposed Circulation and Scenic Roadways Element, and at the November 10th meeting recommended approval of the Element and the proposed Negative Declaration to the City Council; and WHEREAS, on December 2, 1998, January 6, 1999, and January 20, 1999, the City Council held duly noticed public hearings to consider the proposed Circulation and Scenic Roadways Element and Negative Declaration. NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of Los Altos Hills hereby adopts the proposed Negative Declaration, dated October 8, 1998, pursuant to the California Environmental Quality Act, and adopts the updated Circulation and Scenic Roadways Element of the Town's General Plan, dated December 2, 1998, as amended on January 20, 1999.
