TOWN OF LOS ALTOS HILLS November 6, 2008 <br />Staff Report to the Planning Commission <br />RE: SITE DEVELOPMENT PERMIT FOR A NEW RESIDENCE AND POOL; <br />LANDS OF ASKARINAM; 27198 ELENA ROAD; #203-08-ZP-SD-GD <br />FROM: Nicole Horvitz, Assistant Planner jl9O <br />APPROVED BY: Debbie Pedro, AICP, Planning Director T>P <br />RECOMMENDATION: That the Planning Commission: <br />Approve the requested Site Development Permit for the new residence and swinuning <br />pool subject to the recommended conditions in Attachment 1. <br />BACKGROUND <br />The subject property is located on the south side of Elena Road across from Adonna <br />Court. Surrounding uses include a mix one and two story of single-family homes on <br />adjacent parcels to the north, south, and west. The applicant proposes to demolish an <br />existing single story residence and swimming pool on the property and construct a new <br />two-story residence and a swimming pool. <br />This application was originally scheduled for a Fast Track hearing on October 28, 2008. <br />Projects which qualify for Fast Track must meet the following requirements: <br />• The project conforms to the Town's General Plan, Zoning and Site Development <br />Codes and Town policies adopted by the Council; and <br />• The project would not require approval of a variance or a conditional development <br />permit; and <br />• There is no substantive neighborhood opposition to the project•, and <br />• The applicant agrees in writing to accept all of the proposed conditions of approval. <br />Since a number of neighbors have expressed concerns with the proposal over views and <br />privacy impacts, the application was forwarded to the Planning Commission for review. <br />CODE REQUIREMENTS <br />As required by Section 10-1.1103 of the Zoning Ordinance, this application for a new <br />residence has been forwarded to the Planning Commission for review and approval. The <br />Zoning and Site Development sections of the Municipal Code are used to evaluate new <br />residences including building siting, floor and development area limitations, grading, <br />drainage, height, setbacks, visibility, and parking requirements. <br />Item 3.3 <br />
