ROLL CALL: <br />Present: Commissioners Brown (7:40 PM), Carico, Phillips, Schick, Young, <br />Chairman Spencer <br />Absent: Commissioner Perkins <br />Staff: City Manager Robert Crowe, City Engineer Alex Russell, Building <br />Inspector -Planner Ken Pastrof, Deputy Clerk Norma Hislop. <br />Planning Secretary Kate Tenney <br />B. APPROVAL OF MINUTES: March 12, 1975 <br />Commissioner Young noted that on page 4, under the motion pertaining to <br />the Recreation Element of the General Plan. the Minutes reflected that he <br />had voted on both sides of the question. Commissioner Young stated that <br />he had voted 91o", and that Comissioner Brown had voted "Yes". He <br />requested that the Minutes be corrected to indicate the proper vote. <br />Commissioner Spencer requested that the third paragraph on page 3 of the <br />Minutes be deleted because it made no sense. <br />There being no further corrections, Chairman Spencer 1ecJar4,.d the Minutes <br />of March 12, 1975 approved as corrected. <br />C. MISCELLANEOUS ITEMS: <br />1. Lands of Scarff - Rpe_,uest for exem tion from subdivision moratorium, <br />r <br />le <br />le 4tTH <br />r,_Fi _kTM2O VI75. <br />V2 <br />City Manager Robert Crowe presented the Staff Report regarding this <br />proposed three -lot subdivision on the property consisting of approximately <br />14 acres off Manuella Avenue. <br />After discussion concerning the proposed cul-de-sac, the reaction of <br />adjoining property owners regarding the proposed road, possible tree <br />removal, and questions directed to Mr. Scarff, applicant, and Mr. <br />Riley, Engineer for the project, Commissioner Schick moved that the <br />Commission recorturzrid that the Lands of Scarff be exempt from the sub- <br />division moratorium because there was no severe grading, no removal of <br />trees, and the creation of lots will provide space.
