II, 001-333 <br />Chairman Michael Stewart called the Regular Meeting of the Planning Comm lsslon to order at <br />7:49 PM In the Council Chambers of Town Hall. <br />A. ROLL CALL AND PLEDGE OF ALLEGIANCE: <br />Present: Chairman Stewart, Commissioners Carico, Dochnahl, Lachenbruch and vanTamelen. <br />Absent: Commissioner Kuranoff. <br />Staff: City Manager Robert Crowe, City Planner/Engineer John Markl and Deputy City <br />Clerk Susan Buttler. <br />B. CONSENT CALENDAR: <br />Commissioner Lachenbruch requested a change to Page 3 of the Minutes of June 28, 1978, <br />third paragraph from the bottom, third and fourth lines from "between neighbors" to <br />4 "with the owner". <br />MOTION SECONDED AND CARRIED: Moved by Commissioner Dochnahl, seconded by Commissioner <br />Carico and passed unanimously to approve the Minutes of June 28, 1978, as amended above. <br />C. PUBLIC HEARINGS: <br />LANDS OF STAMSCHROR-SILVER, File C.U.P. #8029-78. 25231 La Rena Lane, Request for <br />recommendation of Approval of Conditional Use Permit for Secondary Dwelling with- <br />out kitchen facilities - continued from June 28. <br />The City Planner/Engineer reiterated many of the concerns previously discussed by the <br />Commission and Council relative to the use of the existing secondary dwelling, there- <br />after, Chairman Stewart advised of his discussion with the City Attorney and questioned <br />the Applicant about the opening under the wet bar. <br />Mr. Stamschror. Applicant, noted that it was for the installation of a small refrigerator. <br />MOTION SECONDED AND RESCINDED: Moved by Chairman Stewart, seconded by Commissioner <br />Dochnahl and rescinded after further discussion to require as a new Condition: A fence <br />shall be installed along the property line adjacent to O'Keefe Lane and along the maca- <br />dam of O'Keefe Lane. <br />Consensus of the Commissioners was to the necessity of preventing separate access to <br />the secondary dwelling with a variety of input on the best methods of control. <br />MOTION SECONDED AND CARRIED: Moved by Commissioner Lachenbruch, seconded by Chairman <br />Stewart and carried unanimously to amend Condition 1. (e) to read: Remove driveway off <br />`, O'Keefe Lane and landscape driveway area. The applicant shall plant a minimum of five <br />trees of a type of their selection, ten gallon in size, between the cottage and O'Keefe <br />Lane. The location of each tree shall be acceptable to the Town Building Official and <br />the planting accomplished prior to the final inspection for the remodeling of the guest <br />cottage. These trees shall be maintained through September, 1980 and a deposit of <br />$500.00 made with the Town to insure such maintenance. <br />
