v <br />PLANNING COMMISSION <br />Town of Los Altos Hills <br />26379 Fremont Road <br />Los Altos Hills, California <br />MINUTES OF AN ADJOURNED MEETING <br />Saturday, September 16, 1978 <br />The adjourned meeting of the Planning Commission met at 9:30 a.m. on September 16 <br />in the field on the Lands of Horton File #TM 2066-77. Those in attendance in- <br />cluded the applicants ancy ancr Jack Horton; P anning Commissioners Lachenbruch, <br />Kuranoff, VanTamelen and Reeves; Pathway Committee members Fran Stevenson and <br />Mr. and Mrs. Stutz; engineer Tim Sandis of Sandis and Associates; and Staff <br />represented by John Markl, Assistant City Engineer/Planner. <br />Topics discussed regarding the Lands of Horton included the re -location of the path- <br />way presently existing on the adjoining Lands of the Roman Catholic Orphanaae, <br />which is routed around a water tank and a quarry site; the available building <br />areas on Lots 2, 3, and 6; the proposed development of Lot 1 as per a landscape <br />design provided by the applicants; and a shortening of the proposed Versailles <br />Court; and finally, the re -design of Lots 2, 3, and 4 to provide additional <br />building area for Lot 3. <br />Saddle Mountain Estates Tract #6297: The Planning Commission walked the sub- <br />Jec su ivisIon un er construction and noted the following: <br />1. The incorrect location of the retention basin on Lot 26 which is <br />required by Town ordinances on grading to be ten feet from the <br />property line. Furthermore, the installation of the embankment <br />fill appeared to be within an unstable, marshy area, making the <br />stability of the structure questionable without proper keying <br />into stable bedrock material. <br />2. The considerable grading on lots adjoining the proposed streets <br />resulting in large building site pads. <br />3. The appearance of this grading and filling without the supervision <br />of a soils engineer and the potential for the failure of these fills <br />as a result of lawn watering activities and precipitation at some time <br />in the future when proposed dwellings are inhabited. <br />4. The apparent grading of the majority of the lots prematurely without <br />benefit of site development review, and the non-compliance with the <br />Type II foundation designation on many lots, as required by the approved <br />tentative map. <br />The Planning Commission was accompanied by Mr. Chown, an adjoining neighbor <br />to the west to the Lands of Saddle Mountain Estates, and an interested observer <br />who is presently a graduate geology student at Stanford. The geology student <br />related his observations of the construction as it progressed, noting that the <br />large fill areas did not appear to have been constructed correctly (i.e., keyed <br />into bedrock formations) or under the supervision of a soils engineer. <br />#42W The review submitted by the Town Geologist at the time of tentative map approval <br />reconmended that a final "as built" geologic map be submitted to the Town. How- <br />ever, this work does not appear to have been done based on a continuous geologic <br />inspection during road construction. As a result, the development of this <br />
