RESOLUTION 09-15 RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS DECLARING THE INTENTION TO INCREASE SEWER SERVICE CHARGES IN BOTH PALO ALTO AND LOS ALTOS SEWER BASINS, SETTING A PUBLIC HEARING AND DIRECTING STAFF TO MAIL NOTICES TO ALL SEWER USERS WHEREAS the Town of Los Altos Hills Municipal Code provides for sewer service charges to users of the Town's public wastewatercollection,transmission and disposal system; and WHEREAS the Town retained the services of Municipal Financial Services, an independent public finance consultant,to prepare an analysis of the adequacy of the Town's existing sewer service charges. WHEREAS Municipal Financial Services completed a study recommending increases in the Town's existing sewer service charges in order to cover the Town's obligations, costs, and expenses relating to the wastewater collection system ; and WHEREAS these rate increases will help ensure the health and safety of the community while protecting the City's financial stability; and WHEREAS the City Council intends to consider the proposed rate increases recommended in the Study by following procedures required under Article XIII D, section 6 of the California Constitution. NOW,THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that: 1. The City Council hereby fixes the 21St day of May, 2015 at 6:00 p.m., in the Council Chambers, 26379 Fremont Road, Los Altos Hills, California as the time and place for a public hearing (Public Hearing) on the proposed sewer service charge increases. 2. At the time of the Public Hearing the City Council will hear and consider all protests and objections to the proposed sewer service charge increases, and any person shall be permitted to present written or oral testimony. Although oral comments at the Public Hearing will not qualify as a formal protest, the City Council welcomes community input during the Public Hearing. 3. Staff is hereby directed to provide notice of the Public Hearing and the proposed sewer service charge increases in conformity with section 6 of Article XIII D of the California Constitution. 4. At the conclusion of the Public Hearing, all valid written protests submitted will be tabulated in conformity with the City's tabulation guidelines. No electronic submittals will be accepted. All written protests must be delivered to the Town Clerk (either in person or by mail) before the close of the public hearing. Resolution 09-15 Page 1
