t IS <br /> conducted, election officers appointed, voting precincts designated, ballots <br /> printed, polls opened at 7:00 a.m. and closed at 8:00 p.m., ballots counted and <br /> returned, returns canvassed, and all other proceedings in connection with the <br /> election shall be regulated and done by the Registrar of Voters of the County <br /> of Santa Clara in accordance with the provisions of law regulating the <br /> elections so consolidated. <br /> 4. The City Clerk be and she hereby is authorized and directed to <br /> publish a Notice of the General Municipal Election and within the time and in <br /> the manner specified in the Government Code Section 22830. <br /> 5. Pursuant to Section 10012 of the Elections Code, the City Council <br /> approves and adopts the following uniform policies and procedures <br /> concerning the Municipal Election to be held on June 5, 1990: <br /> (a) Each candidate shall be permitted to submit a Candidate's <br /> Statement of no more than 200 words. <br /> (b) Candidates shall be exempt from charges for the cost of <br /> preparation and mailing of said Candidate's Statements. <br /> 6. That Candidates shall be exempt from payment of any filing fee. <br /> 7.
