Goals and Objectives for 1997 <br />The committee listed the following goals for 1997:1) review and comment on the <br />annual budgets, reports and audits as a routine goal for the year; 2) complete the <br />recommendations to the City Council regarding a reserves policy for prospective <br />adoption and 3) review Town fees structures as may be directed by the City Council. <br />A discussion was held on the fee structure of the Town including a definition of costs <br />and a review of the total process. Comments were made that developers should not <br />pay for Town services yet residents should not pay for developers' projects. It was <br />agreed that staff would submit certain assumptions with dollar figures to the Finance <br />Committee on the fee structure and the Committee would then make recommendations <br />based on those assumptions. It was further agreed to add an additional goal for 1997, <br />specifically "Community Outreach". This would include educating the public, writing <br />newsletter articles on the Town's finances, etc. To this end, Council asked the <br />committee to submit an article for the upcoming newsletter on the Town's capital <br />budget. <br />C. Discussion of specific items brought up by committee and Council <br />Members or introduced in the goals and objectives <br />Siegel recommended that the Town look into a two-year budget as a more efficient way <br />of handling this task. Dauber asked that pass through monies be identified and was <br />advised that this would be done this year. Casey stated that she wanted to see the <br />Finance Committee take a more proactive role and review several Town issues such as <br />contracts and private/public roads. Siegel cautioned that the committee's review of <br />each contract could seriously delay progress but the private/ public road issue might be <br />a good one for their comment and review. <br />Jim Steiner, Chairman, asked that the Council specifically direct the committee to <br />review and comment on issues such as the private/ public road matter so the committee <br />could agendize these matters and deal with them in a timely manner. <br />D.
