Siegel asked about the timeframe for this project and also commented on the need <br />%, for policy guidelines from Council. The Planning Consultant noted that status <br />reports would be prepared on a regular basis. The project would basically be <br />completed when the housing element was submitted but of course if new issues <br />were raised along the way, renegotiation of the contract could be discussed. <br />The Housing Subcommittee (Dauber, Johnson, Stutz and Schreiner) would work <br />with the consultants on addressing the major issues related to the housing element. <br />MOTION SECONDED AND CARRIED: Moved by Hubbard, seconded by Siegel and <br />passed unanimously by all members present to approve the $9,750 plus meeting cost <br />for a time and materials not -to -exceed contract with Stevenson, Porto & Pierce, <br />including the addendum dated 5/17/95 on milestone billing for the preparation of a <br />revised Housing Element. <br />4.11 Approval of a budget amendment to provide for air conditioning in <br />the Heritage House <br />Casey questioned the $13,000 cost of this project referred to in the staff report. The <br />City Manager responded that new information had become available and the new <br />amount for the project was $7,000. <br />MOTION SECONDED AND CARRIED: Moved by Hubbard, seconded by Siegel and <br />passed unanimously by all members present to approve a budget amendment not to <br />taw exceed $7,000 for air conditioning in the Heritage House. <br />5. UNFINISHED BUSINESS <br />5.1 Denial of Claim: Mr. and Mrs. Scarampi <br />Mr. Scarampi, 25550 Moody Road, referred to the claim he had filed with the Town <br />for flood damage to their property. He believed that the drainage channel along <br />Moody Road was an inadequate system and thus resulted in the flooding. He noted <br />that this was not the first time his property had flooded and it was an ongoing <br />hazard to his land. Mr. Scarampi commented that although ABAG had <br />recommended denial of his claim, they had not inspected the property. Mr. <br />Scarampi stated that he would work with the Town in a spirit of cooperation toward <br />the resolution of this problem. <br />Council discussed this drainage situation and suggested that the City Manager add <br />this project to the drainage study, obtain a scope of the project and report back to <br />Council. Hubbard did comment that other residents were affected by the storms and <br />inquired whether this would be precedent setting.
