6. NEW BUSINESS <br />6.1 Request from County for General Plan Conformance and Contiguity/ <br />Annexation Statement for Lands of Oleynik, 10225 W. Loyola Drive, <br />Los Altos <br />Council discussed whether or not annexation of this property should be required. <br />Hubbard believed a policy statement was needed regarding the annexation of these <br />bordering properties. Siegel commented that deferred annexation would not <br />prevent this project from being built under County standards. Siegel supported the <br />proposed two -lot subdivision which conformed to the Town's regulations but not a <br />three -lot subdivision which would be allowed in the County. The City Attorney <br />commented that technically if this property was annexed it would not create an <br />'island'. <br />Dot Schreiner, representing the Pathways Recreation and Parks Committee, stated <br />that they would like to see the County adopt the Town's standards, particularly since <br />all of Ravensbury was a connector road. <br />MOTION SECONDED AND CARRIED: Moved by Hubbard, seconded by Tryon and <br />passed unanimously to state that the proposed subdivision of Lands of Oleynik at <br />10225 W. Loyola Drive in Los Altos which was within the Town's Urban Service <br />Area, was in conformance with the Town's General Plan, Subdivision Ordinance <br />and Zoning Ordinance. It was further determined that the project was major and <br />qualified for annexation prior to development. Application may not be accepted by <br />the County without a written waiver from the Town. <br />6.2 Request from the Strengthen Our Schools Committee for support of <br />Measure B -- school bond issue <br />Ginny Lear, Chairman of the SOS Strengthen Our Schools Committee, briefly <br />explained Measure B, its placement on the April ballot and the importance of its <br />passage to the school district. She noted that tours had been conducted of the <br />schools and the necessity of obtaining these funds was apparent. Mrs. Lear noted <br />that the support of the Council was very important towards the passage of this <br />measure which required a two-thirds vote of the residents in the school district. <br />Dr. Don Phillips, Superintendent of the Mountain View -Los Altos Union High <br />School District, noted that there were several important reasons why this measure <br />needed to pass. These included the fact that they were facing growth as a school <br />district, there was no adequate classroom space, the present facilities were 30 to 40 <br />years old and the educational program needed to be changed. Dr. Phillips <br />commented on the minimal impact of this measure on the taxpayers and asked <br />Council for their support. <br />January 5, 1994 <br />
