City Council Meeting
Wednesday, June 29,1994,3:00 P.M.
Council Chambers, 26379 Fremont Road
1. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
Mayor Dauber called the Adjourned Regular Meeting of the City Council to
order at 3:10 p.m. in the Council Chambers at Town Hall.
Present: Mayor Dauber and Councilmembers Hubbard, Johnson,
Siegel and Tryon
Absent: None
Staff: City Manager Les M. Jones, II, Planning Director Linda
Niles, Director of Public Works Jeff Peterson and City
Clerk Pat Dowd
2. GOALS AND OBIECTIVES — 1994-95
PASSED BY CONSENSUS: To approve the following goals for 1994-95

1. The timely and cost effective delivery of necessary and desirable
services for the residents.
2. Maintenance of a set of codes and policies that preserve the desirable
attributes of the Town, provide for prudent, orderly growth, and contribute to
good government.
3. Maintenance and improvement of the infrastructure consistent with
the character of Los Altos Hills

16, MOTION SECONDED AND CARRIED: Moved by Siegel, seconded by Tryon
and passed unanimously to approve the following objectives for 1994-95:
OBJECTIVES:
1. Deliver Services
A. New financial accounting system functional by July 1, 1995
B. Installation of voice mail system with appropriate staff training
(Moved by Tryon, seconded by Siegel)
C. Implementation of improved parcel data base system with
appropriate staff training (Moved by Tryon, seconded by Siegel)
D. Improvement of computer literacy of staff
E. Study options for yard waste program
(Moved by Tryon, seconded by Johnson)
F. Improved communication between Town Committees, Council
and Staff (Passed by Consensus)
2. Code Maintenance
A.
Amend Zoning and Site Development Ordinances to strengthen
certain provisions (Passed by Consensus)
B.
Revised housing element and implementation of its action plan
C.
Updated General Plan in priority order (Pathway, Circulation,
Seismic Safety, Housing, Household Hazardous Waste, Source
Reduction)
D.
Update of Urban Service Area of Town Boundary Map
(Moved by Siegel, seconded by Tryon)
E.
Implement Council review of Policy Manual
(Moved by Dauber, seconded by Tryon)
3. Infrastructure
A. Maintenance program for existing roads, paths, parks and other
public improvements and/or construction of selected paths
B. Fully functional long range road maintenance program
C. Completion of feasibility study of purchase of park property and
of appropriate action
D. Completion of plans and specifications and bid package for Town
Hall Modification Project (Moved by Siegel, seconded by Tryon)

4. Committees

A. Institution of a monthly or bimonthly meeting with committee
chairs, Mayor and City Manager to facilitate communication of
activities among the committees.
B. Recognition banquet for committee and commission members
C. Joint meeting with each committee once a year
D. Implementation of formal schedule of committee reports to the
Council (Moved by Tryon, seconded by Dauber)
3. PRESENTATIONS FROM THE FLOOR
Fran Stevenson, 26989 Beaver Lane, extended an invitation to
Councilmembers, Commissioners and Staff to attend a luncheon at
Westwind Barn on Friday, July 15th which was being held to recognize the
outstanding achievements of the Town's crew. Los Altos Hills Horsmens
Association, Westwind Barn and the Pathways, Recreation and Parks
Committee were hosting this event.
Les Earnest, Chairman of the Pathways Parks and Recreation Committee,
noted that he would be bringing to Council the committee's recommendation
on the revision to the Santa Clara County Bikeways Map. Mr. Earnest also
suggested that a sign be placed on Page Mill requesting motorists to yield to
bicyclists.
4. ADIOURNMENT
There being no further new or old business to discuss, the City Council
Meeting was adjourned at 5:15 p.m.
