She further believed that the costs should be less complicated (figures <br />rounded up to the next dollar) and those with more garbage should pay more. <br />She noted that there was no advantage to a monthly billing. As it was now <br />with quarterly billing the bill was not past due until the next quarter. It <br />would make sense to have a quarterly bill due in 30 days. Dauber asked what <br />incentive there was for the garbage company to create new ways to recycle as <br />they would lose business by doing so. Hubbard asked about the costs of the <br />recycling program and was advised that the garbage company was working on <br />this information. He further noted that presently the yardwaste site was <br />being subsidized by the Town in part because there were no land costs <br />involved. <br />Jon Angin, General Manager - Los Altos Garbage Company, commented, in <br />response to a suggestion from Siegel that delinquent bills be put on property <br />tax bills, that this is the process in Cupertino. Bills are sent as well as follow <br />up letters and then the matter goes to collection. In general he noted the <br />worst offenders were commercial accounts. Mr. Angin also commented on <br />the debris box rate noting that this was an on call service and was difficult to <br />predict from month to month. He further noted that backyard service was an <br />expensive type of recycling. Also the commingling of materials tended to <br />increase participation yet there was the additional cost of later separating the <br />materials. In response to Siegel's comments about the length of the franchise <br />agreement, Mr. Angin noted that in 1990 it cost $300,000 to implement the <br />�, recycling program. At that time he had asked for an extension of the <br />franchise agreement for ten years. <br />There was consensus among the Councilmembers present that there would <br />be mandatory pickup. It was further agreed that the sub -committee (Hubbard <br />and Johnson) would schedule another meeting to discuss the issues raised at <br />this meeting. <br />3.
