4r. <br />11.1 Request for approval of a site development permit for a new residence, <br />pool and spa, Lands of Garrow, 13910 MirMirou Drive <br />Mr. Garrow, applicant, reviewed the garage facing the street and believed this was <br />appropriate from a design point of view. He noted that landscaping had been used <br />as a mitigation measure to reduce the visual impact of the garage; the profile of the <br />house had been adjusted; the number of windows over the entrance had been <br />lowered; and many steps had been taken to make the house fit the site. Mr. Garrow <br />noted that he also owned the property in back of this project and this would remain <br />as open space. He commented that staff and the Planning Commission had done an <br />excellent job of providing feedback on this application. <br />Tobin Dougherty, applicant's architect, commented that they had had a pre -site <br />meeting with Brian Kangas Foulk. He showed drawings of the house and explained <br />the topography of the lot, noting the difference in terrain from one end of the house <br />to the other. <br />Tryon stated that this house was extremely prominent on the lot and this was what <br />the Town was trying to avoid. Dauber was concerned about the grading issue of this <br />project, the height of the house, the fact that the garage faced the front and the fact <br />that it was going to be built using all the maximum amounts of development. She <br />noted there was no development area left for outdoor living areas. <br />MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Hubbard and <br />passed by the following roll call vote to approve a site development permit for a <br />new residence, pool and spa for Lands of Garrow at 13910 MirMirou Drive. <br />AYES: Mayor Johnson and Councilmembers Hubbard, Siegel and Tryon <br />NOES: Mayor Pro Tem Dauber <br />11.2 Adopting the Palo Alto Sewer Service Charge Final Report and <br />authorizing transmittal to the Santa Clara County Assessor's Office -- <br />Reso # <br />MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Hubbard and <br />passed unanimously to adopt Resolution #38-93 adopting the Palo Alto Sewer <br />Service Charge Final Report and authorizing transmittal to the Santa Clara County <br />Assessor's Office. <br />Siegel asked staff to look into handling the Los Altos and Palo Alto sewer funds in <br />the same manner to simplify the process.
