MOTION SECONDED AND CARRIED: Moved by Siegel, seconded by <br />Hubbard and passed unanimously to appoint David Takamoto to the <br />Planning Commission for a term of four years, effective July 1, 1993. <br />3. CLOSED SESSION: POTENTIAL LITIGATION: PURSUANT TO <br />GOVERNMENT CODE SECTION 54956.9(c) <br />The City Council adjourned to a Closed Session for purposes of potential <br />litigation at 3:18 p.m. and reconvened at 4:20 p.m. <br />4. 1993-94 PROPOSED BUDGET -- STUDY SESSION <br />The City Manager discussed the impact of the State Budget on the Town. It <br />appeared now that the total loss to the Town would be $23,000. Janice <br />Bohman, the Financial Consultant, explained various handouts before <br />Council on fines revenues, preliminary revisions to the proposed budget, <br />enterprise funds and general and construction funds. <br />Tryon suggested setting up a community fund. She supported the allocation <br />of reserve funds to build a community facility. Siegel did not believe this was <br />a good financial climate in which to discuss this; Dauber noted it was not part <br />of the budget before them and Johnson commented it could be discussed at a <br />later date. It was agreed this could be discussed at mid -year budget. <br />MOTION SECONDED AND CARRIED: Moved by Siegel, seconded by <br />Hubbard and passed unanimously to approve a salary increase of 3% effective <br />July 1, 1993 for all staff positions except for the assistant planner and <br />engineering technician recently approved. The City Manager was directed to <br />prepare a salary resolution. <br />Council made no changes to the budgets for the following departments: City <br />Council, City Clerk, Finance and City Attorney. <br />Council inquired about Councilmembers joining the Town's PERS plan and <br />it was agreed the City Manager would look into this and report back. <br />PASSED BY CONSENSUS: To delete the $3,600 expense for professional <br />services in the City Managers's budget. <br />Tryon asked Council to consider making a contribution to the Childrens' <br />Shelter Capital Project. <br />June 23, 1993 <br />Adjourned Regular Meeting <br />
