Council Chambers, 26379 Fremont Road 1. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE Mayor Johnson called the Adjourned Regular Meeting of the City Council to order at 4:45 p.m. in the Council Chambers at Town Hall. Present: Mayor Johnson and Councilmembers Dauber, Hubbard, Siegel and Tryon Absent: None Staff: City Manager Les M. Jones, II, Town Planner Linda Niles, Director of Public Works Jeff Peterson, Financial Consultant Janice Bohman and City Clerk Pat Dowd Press: Jan Shaw, Los Altos Town Crier 2. STUDY SESSION ON CAPITAL IMPROVEMENTS BUDGET Council had before them the proposed capital improvements budget for 1993- 94 as submitted by the Director of Public Works. They addressed the prioritization of projects and options for long term financing. Regarding the creek park project, Tryon asked that it be kept in the budget at a zero balance as she would like it presented to the residents at a later date on an advisory ballot. Council addressed the issue of the paving project. The Director of Public Works reported that the pavement management studies being used by the Town were out of date. He noted it was a large project but he would like to do an assessment of the condition of the Town's streets in house. Council supported this but believed there should be a target date for the Director of Public Works to determine if this was a feasible project to do in house. It was agreed next spring would be the target date. Dauber asked if the streets were on a regular maintenance schedule and was advised that they were. It was October 20, 1993 Adjourned Regular Meeting further pointed out that Council had decided not to slurry seal which had originally been recommended in the study but rather to use chip seal. Tryon asked if the conditions should be strengthened at the time of subdivision and the Director of Public Works reported he was working on this. Council also addressed the street tree and landscaping project noting that there was $10,000 in the operating budget for planting trees. On the subject of paths, Dauber questioned the expense of the Lupine to Elena project ($40,000) and was advised it was also a bicyle path. It was noted that it could be made narrower if Council chose which would make it less costly. Council agreed to keep the Page Mill Land Acquisition Project in the budget and further agreed that no project less than $5,000 should be in the capital improvements budget. Siegel addressed the driveway roughening project noting that it was quite expensive and had brought about complaints from the residents involved. Tryon stated that she was concerned about the Town's liability. Council agreed to keep the project in the budget with Siegel's suggestion that a specific plan for a certain number of driveways be carefully formulated for the most efficient results. Carol Gottlieb, Chairman - Pathways Recreation and Parks Committee, commented on the Middlefork path and was advised that the developer had done what he was supposed to do but the rains had caused problems for the path. Mrs. Gottlieb also noted that the Lupine to Elena path was an essential path especially for the schoolchildren. Les Earnest, member of the Pathways, Recreation and Parks Committee, noted that the path was not rideable at present. MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Hubbard and passed unanimously to reduce the Middlefork path project from $24,000 to $8,000. MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Hubbard and passed unanimously to remove the Street Tree/Landscaping Project ($10,515) with the understanding that there was $10,000 in the operating budget for street trees. MOTION SECONDED AND CARRIED: Moved by Dauber, seconded by Tryon and passed unanimously to approve the following general fund projects: Byrne Preserve, Pathways, Merrill pathway, Switchbacks - pathways, Via Ventana pathway, Zappettini pathway, Emergency Generator, Stonebrook Pathway project, Driveway Roughening Project and Page Mill Land Acquisition. October 20, 1993 Adjourned Regular Meeting MOTION SECONDED AND CARRIED: Moved by Hubbard, seconded by 4 Siegel and passed by the following roll call vote to keep the Lupine to Elena Pathway Project ($40,000) in the capital improvements budget with the condition that the Director of Public Works will provide a report to the Council with a specific proposal and cost for this project. AYES: Mayor Johnson and Councilmembers Hubbard and Siegel NOES: Mayor Pro Tem Dauber and Councilmember Tryon MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Dauber and passed unanimously to approve the proposed drainage projects. MOTION SECONDED AND CARRIED: Moved by Dauber, seconded by Tryon and passed unanimously to approve the proposed street projects. MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Hubbard and passed unanimously to change the Town Hall Master Plan project to the Town Hall Improvements Project and to approve the proposed $55,000 for this project. MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Hubbard and passed by the following roll call vote to combine the Town/Entry Arastradero Project ($26,311) into the operating budget for tree planting with a recommendation to be forthcoming from the Pathways Recreation and Parks Committee and the staff. AYES: Mayor Johnson and Councilmembers Dauber, Hubbard and Tryon NOES: Councilmember Siegel 3.
