2. Explore requiring dedication of open space at time of subdivision: <br /> Tryon believed the Town had the right to require open space such as they did <br /> in the Matadero Creek Subdivision. She believed the Town had the right to <br /> say it needed more open space, better paths, etc. and this could be done at the <br /> time of subdivision. Siegel commented that this could also be done at the <br /> time of site development. <br /> 3. Long-term consideration regarding San Antonio Hills Annexation: <br /> Hubbard reported that there had been some recent discussions indicating <br /> renewed interest in this subject. Council appointed him as a Council sub- <br /> committee to discuss issues related to San Antonio Hills Annexation with <br /> those interested and report back to the Council. <br /> 4. Development of an "early warning system" for site development <br /> difficulties: Johnson was concerned about applicants who appeared to move <br /> forward in the application process and spend a lot of time and money only to <br /> find out that the project was not at all appropriate for the site. He supported <br /> site analysis and possibly a preliminary review before either the Council or <br /> the Planning Commission. Johnson also thought that the new design review <br /> guidelines handbook when completed would be very helpful. <br /> 5. Develop a policy for the undergrounding of utilities: Tryon encouraged <br /> assessment districts and the involvement of all agencies (i.e. PG&E, Cable TV) <br /> and residents to correct what she considered an unsightly situation. <br /> 6. Agreement between the Town and County regarding development <br /> standards in unincorporated areas: Presently the Town was afforded the <br /> opportunity to comment on neighboring projects. Tryon however felt <br /> development standards were important but Siegel believed this would be far <br /> too complicated. The County would have to deal with fifteen different plans <br /> for the cities in Santa Clara County. <br /> 7. Develop a consistent interpretation of the definition of basement: It <br /> was agreed this would be addressed by the Rebuilding/Building Out <br /> Subcommittee. <br /> 8. Develop a detailed policy regarding creek improvements prior to <br /> subdivision: The question was raised as to how much risk the Town was <br /> willing to take to keep the natural habitat of a creek. It was noted that staff <br /> needed direction on this issue. <br /> 9. Eliminate Section 8-6.03b in total and substitute with 'Directional sign <br /> can be put up as a temporary sign for less than 50 hours." <br /> lbw September 2, 1992 <br /> Adjourned Regular Meeting <br />
