December 18, 1991 <br /> Town of Los Altos Hills <br /> City Council Meeting <br /> Wednesday, December 18, 1991, 6:00 P.M. <br /> Town Hall Conference Room, 26379 Fremont Road <br /> 1. CALL TO ORDER AND ROLL CALL <br /> Mayor Hubbard called the Special Meeting of the City Council to order at 6:05 <br /> p.m. in the Conference Room at Town Hall. <br /> Present: Mayor Hubbard and Councilmembers Casey, Johnson and <br /> Tryon. <br /> Absent: Councilmember Siegel <br /> Staff: City Manager Les Jones, II; former Director of Public Works <br /> Bill Ekern and City Clerk Pat Dowd <br /> Press: None <br /> 2. DISCUSSION OF RECRUITMENT FOR POSITION VACATED BY <br /> BILL EKERN <br /> Council discussed the job description which had been prepared by the City <br /> Manager for the Public Works Director/City Engineer position. Bill Ekern <br /> also provided input on what the position involved and what qualifications <br /> he believed they should be looking for. The discussion included a definition <br /> of planning issues as they related to this position and who was in charge of <br /> what issues and decisions. The necessity to require an applicant to be a <br /> registered civil engineer was discussed and the continued use of the <br /> engineering consulting firm, Wilsey & Ham, was addressed. Casey and Tryon <br /> believed there should be a city engineer with Tryon noting that the <br /> consulting firm should continue as a backup. Hubbard believed good <br /> communications skills were more important than requiring a person to be a <br /> registered civil engineer. Casey also believed that if the Town had a city <br /> engineer and a Town Planner the consulting firm would be used less and this <br /> would be better for the Town. <br /> December 18, 1991 <br /> Special Meeting <br /> 1 <br />
