First, any <br /> government function which is not a user fee function involves a cross subsidy; <br /> second when you are talking about these cross subsidies it is better to consider how <br /> much the subsidizers each spend instead of how much the subsidizees each get; and <br /> third Mr. Jones stated he was happy to spend as much as he spends on this.
