iraw Minutes of a Regular Meeting <br /> Town of Los Altos Hills <br /> City Council Meeting <br /> Wednesday, March 21, 1990, 7:15 P.M. <br /> Council Chambers, 26379 Fremont Road <br /> Mayor Casey called the Regular Meeting of the City Council to order at 7:15 p.m. in the <br /> Council Chambers at Town Hall. She welcomed Sandy Sloan to the staff. Ms. Sloan <br /> was the new City Attorney and had an excellent background in municipal law. <br /> 1. CALL TO ORDER,ROLL CALL,AND PLEDGE OF ALLEGIANCE <br /> Present: Mayor Casey and Councilmembers Johnson, Siegel, Tryon and <br /> van Tamelen <br /> Absent: None <br /> ` Staff: City Manager Thomas Frutchey; City Attorney Sandy Sloan; and <br /> �r City Clerk Pat Dowd <br /> Press: David Skarr, Los Altos Town Crier <br /> 2. APPOINTMENTS AND PRESENTATIONS <br /> 2.1 Presentation from Dr. Howard Martin -- A Study: Back to the Future of Hale <br /> Creek <br /> Dr. Howard Martin, 11666 Dawson Drive, made a presentation to the Council on "A <br /> Study: Back to the Future of Hale Creek". He addressed, in part, the following issues: 1) <br /> watershed patterns, flows: surface; subsurface; 2) the three 'flood plains'; 3) the quarry <br /> effect on flows: 1934-86; 1986-90; future; 4) 'bypass'; and 5) State Water Law conflict. Dr. <br /> Martin explained the three diagrams of watersheds he had given to the Council and <br /> commented that there is a difference between what is on the surface and what is below <br /> the surface. Permeability and evaporation were both factors. Regarding how the flows <br /> have been addressed over the years, he commented that evaporation will become an <br /> increasing factor the larger the lake is. Concerning State Water Law, Dr. Martin stated <br /> that water taken from below a surface cannot be used for beneficial uses until it is above <br /> 4 <br /> March 21, 1990 <br /> 1 <br />
