Minutes of an Adjourned Regular Meeting <br /> bow <br /> Town of Los Altos Hills <br /> JOINT CITY COUNCIL/PLANNING COMMISSION <br /> Monday, April 30, 1990, 5:30 P.M. <br /> Council Chambers, 26379 Fremont Road <br /> The Joint Adjourned Regular Meeting of the City Council and the Planning <br /> Commission was called to order at 5:30 p.m. in the Council Chambers at Town Hall. <br /> 1. ROLL CALL <br /> Present: Mayor Casey and Councilmembers Johnson, Siegel, Tryon and <br /> van Tamelen; Planning Commissioners Emling, Carico, Comiso, <br /> Jones, Noel and Stutz <br /> ( Absent: Commissioner Pahl <br /> Staff: City Manager Thomas Frutchey, Director of Public Works Bill <br /> Ekern, Planning Director Ann Jamison and City Clerk Pat Dowd <br /> 2. PRIORITY ITEMS <br /> 2.1. ORAL PRESENTATION BY PLANNING DIRECTOR TO ENCOURAGE A SITE <br /> ANALYSIS STAGE IN THE DEVELOPMENT PROCESS <br /> The Planning Director commented on the process before applicants building in the <br /> Town and the delays and expenses encountered by such applicants who have <br /> proceeded to a certain step, had plans prepared, etc. only to find out that they have not <br /> taken all the factors of their project into consideration. She noted that the classic <br /> planning process was quantitative analysis -- design -- qualitative analysis - redesign -- <br /> approval. In an effort to make the process more efficient, the Planning Director <br /> suggested the following process: qualitative analysis -- quantitative analysis -- design — <br /> approval. Under the site analysis stage the following lists some of the factors to be <br /> considered: existing vegetation, views from offsite, streams and swales, geologic <br /> hazards, easements on property, existing structures and development area, ridgelines <br /> and other prominent sites, steep slopes and best building site locations.
